Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Amend the Department of Social Services (DSS) Budget Unit 5010-SOC005-8262, to add one Management Analyst II to support readiness to implement new statewide automated systems in preparation for Health Care Reform; and
b. Authorize the County Administrative Office to incorporate approved position changes in the FY 2012-13 Budget and the FY 2013-14 Adopted Budget 5010- SOC005-8262; and
c. SUMMARY/DISCUSSION:
The California Health Benefit Exchange Board is requesting that each county make available a single point of contact to support County business process readiness to implement the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS).  CalHEERS is the system currently being developed by the California Health Exchange Board and the California Department of Healthcare Services to support Medi-Cal eligibility, eligibility for Advanced Premium Tax Credit, and Covered California plan selection.  Change management and training to support the local implementation of CalHEERS and its interface with the existing automated C-IV system and local business process is an essential part of readiness for Health Care Reform.  After the Janaury 1, 2014 implementation of Heath Care Reform this position will continue on to support necessary ongoing program support for expanded health care access.  
 
OTHER AGENCY INVOLVEMENT:
The Human Resources Department has reviewed/approved the request to classify form and concurs with the
classification recommendation.
 
FINANCING:
On the afternoon of Monday, February 25th the Health Exchange Board requested identification and assignment of a full time resource to be the single point of contact for implementation and training coordination of the new CalHEERS system which is being developed to support California's Health Care Reform effort.  The CalHEERS project is providing Monterey County with $22,106 through the end of FY 2012/13 to cover costs for this position with the balance being supported by Social Services Federal/State Funding.  In FY 2013-14, funding will be provided by both the CalHEERS Project and Social Services Federal/State Funding.  Recommended actions will not increase County General Fund Contributions in DSS.
