b. Approve and authorize the Director of Health Services or designee to approve up to three future amendments that do not significantly change the scope of services.

Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to approve as to form the Agreement between American Medical Response and Monterey County Regional Fire District for the provision of Mutual Aid; and

b. Approve and authorize the Director of Health Services or designee to approve up to three future amendments that do not significantly change the scope of services.

 

SUMMARY:

The Director of Health Services seeks authorization to approve as to form the Agreement between American Medical Response and Monterey County Regional Fire District for the provision of Mutual Aid to facilitate responses with the most appropriate ambulance unit to emergency calls within each agency’s respective designated response area.

 

DISCUSSION:

The Emergency Medical Services (EMS) Agency is designated under California law by the County of Monterey as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.  Under California law, the local EMS Agency must coordinate with EMS service providers and facilitate any necessary agreements to ensure the most appropriate ambulance responds to medical emergencies within the County of Monterey EMS System.

 

Furthermore, Section 12.7 of the Ambulance Services Exclusive Operating Area (EOA) agreement requires AMR to enter into mutual aid agreements with provider agencies. These agreements require County approval.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this agreement as to legal form.

FINANCING:

There is no impact on the General Fund with this action.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:

This agreement supports the Board of Supervisors Strategic Plan Goals of Well‑Being and Quality of Life and Safe and Resilient Communities by strengthening emergency medical response throughout County of Monterey. Approving this mutual aid agreement ensures that the most appropriate ambulance is dispatched during medical emergencies.
