RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign a one-year Amendment No. 6 to Agreement No. 12594 with the Monterey County Children and Families Commission DBA First 5 Monterey County adding $250,000 for a revised amount not to exceed $1,750,000, for the revised full term of October 22, 2013 to June 30, 2019, to continue work that will improve the outcomes utilizing the Collective Impact Framework and to align with a Monterey County strategy to better support all children and their families from prenatal stage through age eight.

 

SUMMARY/DISCUSSION:

The County of Monterey through its legislative platform and budget allocations is very supportive of the development of an Early Childhood Development Initiative (ECDI) in Monterey County. 

 

Early childhood development has been identified by both the Board of Supervisors and the Monterey County Children's Council as critical for the economic and social success of our county.  Investments in quality early childhood development programs bring returns of 10-17% to the economy in the form of increased income and tax revenues as well as reductions in remedial programs and justice system expenditures.  The California State Association of Counties (CSAC) recognized the critical importance of early childhood development programs and named 2013 as the Year of the Child.  This Amendment No. 6 will provide continued improvement of outcomes utilizing the Collective Impact framework and to align with “Together, preparing every child for life and school - A strategy for Monterey County to better support all children and their families, from the prenatal stage through age 8,” developed in FY 2017-2018.

 

The Board of Supervisors identified early childhood development as a priority in the Monterey County Legislative Program 2013-2014 and on November 13, 2013 approved Agreement No. A-12594 between the County of Monterey and First 5 Monterey County in the amount of

$300,000 to finalize Phase 1 and to implement Phases 2 and 3 of the Early Childhood Development Initiative in Monterey County. The Early Childhood Development Initiative, now known as Bright Beginnings, which utilizes the Collective Impact model where cross-sector organizations work together to identify common goals, strategies and measurements to make the needed changes in a community.

 

Amendment No. 1 modified the payment provisions of the Agreement.  All other terms and conditions remained the same.  Amendment No. 2 increased funding by $300,000 for a total not to exceed $600,000 and extended the term from October 22, 2013 to June 30, 2015 with a revised Scope of Services.  Amendment No. 3 increased funding by $300,000 for a total not to exceed $900,000; extended the Agreement for an additional year to June 30, 2016; and revised the Scope of Services.  Amendment No. 4 increased funding by $300,000 for a total not to exceed $1,200,000; extended the Agreement for an additional year to June 30, 2017; and revised the Scope of Services. This action allowed First 5 Monterey County to support the local Collaborative Action Teams as they moved through their Action Plans that included strategic Outreach and Capacity Building, and activities related to Implementing, Improving and Expanding. Amendment No. 5 increased funding by $300,000 for a total not to exceed $1,500,000; extended the Agreement for an additional year to June 30, 2018; and revised the Scope of Services. In FY 2017-2018, Bright Beginnings continued work toward improving outcomes that utilized the Collective Impact framework.  Actions taken during FY2017-2018 moved the Initiative along the continuum from “Developing’ and ‘Fostering” to “Integrating.”  In the “Integrating” stage, Bright Beginnings focused on navigating the necessary evolutions, transitions, and continuous improvements a partnership goes through to improve outcomes. Amendment No. 6 will increase funding by $250,000 for a total not to exceed $1,750,000; extend the Agreement for an additional year to June 30, 2018; and revise the Scope of Services.  

 

Approval of this Amendment No. 6 will allow First 5 Monterey County to continue in FY 2018-2019 to move the Initiative along the continuum towards “Integrating” and “Applying.” Building on momentum from the FY 2017-2018 work which provides additional clarity of common vision, Bright Beginnings will scale up support for new action teams formed to implement priority strategies.

 

This action will support the Monterey County Health Department’s 2011-2015 Strategic Plan Initiatives: 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Amendment No. 6 as to legal form and fiscal provisions respectively.

 

FINANCING:

The total amount of this Agreement with approval of this Amendment No. 6 is $1,750,000.  The Agreement is 100% funded by 1991 Realignment dollars.  Appropriations for FY 2018-19 in the amount of $250,000 are included in the Health Department's (HEA003-8124) Fiscal Year 2018-19 Recommended Budget.
