Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Ratify and authorize the Director of Health or designee to accept an awarded grant and sign Memorandum of Agreement #649-11 SC ("Agreement") with the National Foundation for the Centers for Disease Control and Prevention, Inc. in the amount of $30,000, for the period of November 1, 2013 through October 31, 2014, for evaluation services in relation to the Striving to Reduce Youth Violence Everywhere program; and
b.      Authorize the Director of Health to approve three future amendments up to ten percent (10%) of the annual amount, which does not significantly alter the scope of services or result in an increase to net county costs.  
 
SUMMARY/DISCUSSION:
The Monterey County Health Department's ("Health Department") Striving to Reduce Youth Violence Everywhere program ("STRYVE")was established September 1, 2011 when the Board of Supervisors approved and authorized the acceptance of a five-year grant from the Department of Health and Human Services, Centers for Disease Control and Prevention to prevent youth violence.         
 
The National Foundation for the Centers for Disease and Control and Prevention, Inc. ("Foundation") has awarded a grant to the Health Department in the amount of $30,000 to support local evaluation of one of the Centers for Disease Control and Prevention-funded STRYVE evidence-based interventions ("EBIs").  The evaluation project is part of a larger initiative funded by a grant the Foundation received from the Robert Wood Johnson Foundation to examine the adaptation of violence prevention EBIs in practice settings.  The Adaptation project aims to advance the STRYVE initiative's work related to successful program implementation, in particular, implementation of the Youth Empowerment Solutions ("YES") program.  YES focuses on reducing and preventing youth violence through empowering youth to develop projects related to improving their social and physical environments.  Building on STRYVE's existing implementation evaluation, the Adaptation project will provide additional resources for one full year to systematically track adaptations to YES.
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities; and 2) Enhance community health and safety by emphasizing prevention.  It also supports one of the ten essential public health services, specifically, 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.  A copy of Agreement is on file with the Clerk to the Board.
 
FINANCING:
This Agreement is fully funded by the Foundation. There are sufficient appropriations included in the Health Department's (HEA003-8128) Adopted Budget for Fiscal Year 2013-14.
