RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health to execute a three-year term Mental Health Services Agreement (July 1, 2015 to June 30, 2018) with Pajaro Valley Prevention and Student Assistance, Inc. in the amount of $286,000 for FY 2015-16, $286,000 for FY 2016-17, and $286,000 for FY 2017-18 for a total Agreement amount of $858,000; and

b.                     Authorize the Director of Health to approve up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original Agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12256 with Pajaro Valley Prevention and Student Assistance, Inc. (PVPSA) which will expire on June 30, 2015.  Pajaro Valley Prevention and Student Assistance, Inc. is a non-profit organization dedicated to improving the quality of life for children and their families. Pajaro Valley Prevention and Student Assistance, Inc. will provide mental health services to children and their families suffering from mental disorders who reside in the Pajaro and surrounding North County communities, and who are Medi-Cal or non Medi-Cal clients. Pajaro Valley Prevention and Student Assistance, Inc. will collaborate with the local schools in that area to provide age appropriate mental health services to identified children demonstrating signs of behavioral health disorders.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

The Agreement contains the County’s standard 30-day “no cause” provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding. 

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form, and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.

 

FINANCING:

This contract is funded by Prevention and Early Intervention (19%), Federal Financial Participation (40%), Early Periodic Screening Diagnosis and Treatment (32%), and Managed Care (4%).  The remaining 5% will be matched by the Pajaro Valley School District.  The Non Medi-Cal portion of this program is 100% funded by Prevention and Early Intervention funding.  The funds for FY 2015-16 are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2015-16 Requested Budget.   The funds for this Agreement for FY 2016-17 and FY 2017-18 will be included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) FY 2016-17 and FY 2017-18 Requested Budgets.
