RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve the Area Agency on Aging 2025-2026 Area Plan Update; and

b. Authorize the Chair of the Board of Supervisors to sign the Area Plan Update Transmittal Letter.

 

SUMMARY/DISCUSSION:

The mission of the County of Monterey Area Agency on Aging (AAA) is to support the development of community-based systems of care for older adults by providing vital services that promote independence and encourage community involvement in the planning and delivery of these services.

 

Every four years, the AAA conducts a needs assessment and prepares a four-year Area Plan to determine priorities and outline an action plan. This 2025-2026 Area Plan Update provides current information to the four-year Area Plan approved last year and projects services for the upcoming fiscal year. These services include home delivered and congregate meals, outreach services, nutrition education, family caregiver support, legal assistance, long-term care facility oversight, health insurance counseling, and more.

 

The 2025-2026 Area Plan Update does not contain major policy or program changes but includes several administrative updates to reflect current data and guidance. These updates include revised leadership, updated demographic tables, a new mission statement bullet referencing the Local Aging and Disabilities Action Plan (LADAP) and the American Association of Retired Persons (AARP) Age-Friendly Communities initiative, and edits to the HICAP description and public hearing details. Goals, service units, and outcome measures have been refreshed across key programs. Additionally, updates were made to the legal assistance definitions, disaster preparedness agencies, and governing bodies. The organizational chart was revised to remove a vacant Management Analyst II position, and the Assurances section was updated to comply with new requirements. Lastly, new summaries were added to Attachments A, B, and C to document all updates and incorporate information on the Older Californians Act Modernization and the Local Master Plan for Aging.

 

A public hearing was held on April 24, 2025, to review funding levels and planned services. This updated plan was developed in collaboration with the Area Agency on Aging Advisory Council. Contracted service providers were also given the opportunity to review and provide comments.

 

OTHER AGENCY INVOLVEMENT:

The Area Agency on Aging Advisory Council approved the 2025-2026 Area Plan Update on April 24, 2025.

 

FINANCING:

There is no fiscal impact to the County General Fund associated with receiving or approving the 2025-2026 Area Plan Update.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by access to resources and individualized assistance to residents of Monterey County.
