Conduct a review, provide input, and consider approval of the draft County of Monterey strategic goals and key objectives.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive the draft County of Monterey strategic goals and key objectives;
b. Provide Board of Supervisors review, additions or deletions as appropriate;
c. Consider approval of the revised strategic goals and key objectives; and,
d. Provide further direction to staff as appropriate.
SUMMARY/DISCUSSION:
The Board of Supervisors (Board) first adopted a set of strategic goals and key objectives in 2009. Some minor updates occurred over the intervening years, but it was determined by the Board that, in order to address contemporary and emerging issues, a significant revision of the goals and objectives was warranted. The draft County of Monterey strategic goals and key objectives which are the subject of this Board item were developed in first draft form during a day long, facilitated public meeting held on March 7, 2024 involving each member of the Board of Supervisors and all County department heads or, in some cases, their senior staff representatives. As a follow up to the Board and department head public meeting, additional clarifying input was sought from department heads and incorporated into the draft goals and objectives document. A very brief status report/summary was presented to the Board as part of the April 2, 2024 budget workshop.
Staff will be presenting a “final” draft version on May 14, 2024 for Board consideration, discussion, additions/deletions and action. Because this item addresses proposed long term goals and shorter term, measurable key objectives, it is anticipated that the timing of this item at the Board of Supervisors meeting on May 14 will be informative as it relates to the variety of decisions the Board will make at the upcoming County budget hearings scheduled for May 29 and 30, 2024.
The draft County of Monterey Strategic goals and key objectives address five critical policy areas as follows:
• Goal 1-Well Being and Quality of Life
• Goal 2-Sustainable Infrastructure Now and in the Future
• Goal 3-Safe and Resilient Communities
• Goal 4-Diverse and Thriving Economy
• Goal 5-Dynamic Organization and Employer of Choice
The draft goals are intended to be strategic and long term in nature. The draft key objectives are shorter term with a 1-to-5-year time frame. The key objectives are specific and measurable. The attached document which shows the draft goals and objectives also identifies, where possible, fiscal year timeframe, expected milestones, lead department or departments and, in some cases, provides an initial progress report.
OTHER AGENCY INVOLVEMENT:
The Board of Supervisors and all County departments have participated in the preparation of the draft County of Monterey strategic goals and key initiatives. Additional Board input and approval is being sought at this time.
FINANCING:
There is no impact to the General Fund associated with adoption of the draft County of Monterey strategic goals and key objectives. However, implementation of the key objectives will, to varying degrees, carry an associated fiscal impact to be determined.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The strategic goals and key objectives address a broad range of contemporary and emerging issues for the County.
