a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 to Agreement No. A-16751 with the Go Kids, Inc., to assist in the proper and efficient administration of the Medi-Cal Program through the County-Based Medi-Cal Administrative Activities (CMAA) program by improving the availability and accessibility of Medi-Cal services to eligible and potential eligible individuals through the CMAA program, adding $180,000 for a total revised contract amount of $459,000 and adding three (3) years for a revised Agreement term of October 1, 2017 through June 30, 2029; and
b. Approve and authorize the Director of Health Services or designee to execute one future Amendment to this Agreement that in total does not exceed 10% ($7,500) of the original Agreement amount, does not significantly change the scope of work, and does not exceed a revised maximum amount of $466,500.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Amendment No. 2 to Agreement No. A-16751 with the Go Kids, Inc., to assist in the proper and efficient administration of the Medi-Cal Program through the County-Based Medi-Cal Administrative Activities (CMAA) program by improving the availability and accessibility of Medi-Cal services to eligible and potential eligible individuals through the CMAA program, adding $180,000 for a total revised contract amount of $459,000 and adding three (3) years for a revised Agreement term of October 1, 2017 through June 30, 2029; and

SUMMARY:
The County of Monterey Health Department (MCHD) serves as the Local Government Agency (LGA) responsible for administering the County-Based Medi-Cal Administrative Activities (CMAA) program within the County. In this role, the LGA facilitates the claiming of Federal Financial Participation revenues on behalf of eligible County claiming units for allowable administrative activities that support the Medi-Cal program, including case management, referrals, program planning, and outreach.
GoKids, Inc. participates in the CMAA program as a Community Based Organization (CBO) to support the proper and efficient administration of the Medi-Cal program. Through its participation, the organization helps improve the availability and accessibility of Medi-Cal services for eligible and potentially eligible individuals in Monterey County.
DISCUSSION:
The CMAA program allows participating local agencies and CBO’s to receive federal reimbursement for certain administrative activities that support the Medi-Cal program. As the designated LGA, MCHD coordinates the program locally, ensuring participating entities meet program requirements and properly claim eligible activities.
Through participation in the CMAA program, GoKids, Inc. conducts activities such as outreach, referrals, and program coordination that connect individuals and families with Medi-Cal services. These efforts help increase awareness of available healthcare resources and improve access to Medi-Cal services for eligible and potentially eligible populations while enabling the County to draw down Federal Financial Participation revenues for allowable administrative activities.
Approval of this Amendment No. 2 is necessary to ensure the continued participation of GoKids, Inc. in the CMAA program and the continuation of administrative activities that support Medi-Cal outreach and service coordination within the community. Board approval will allow these services to continue without interruption and enable the County to maintain its ability to claim eligible federal reimbursement for activities that improve access to Medi-Cal services for residents.
This work supports the County of Monterey Health Department’s 2025-2028 Strategic Plan Goals: 1. Build Community Power and Partners’ Capacity to Increase Equity and Improve Health; and 2. Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems. 5. Mobilize community partnerships and action to identify and solve health problems. 7. Link people to needed personal health services and ensure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The offices of County Counsel and the Auditor-Controller have reviewed and approved Amendment No. 2 as to form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Health Realignment and CMAA revenue. Appropriations are included in the Health Department’s (HEA014-8438) FY2025-26 Adopted Budget and FY 2026-27 requested Budget. For the FYs out, provisions will be made in the Requested Budget for the appropriate year.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This recommendation supports “Well-Being and Quality of Life” by improving access to Medi-Cal services for eligible and potentially eligible residents through outreach, referral, and coordination activities. This effort aligns with Key Objectives focused on improving community health outcomes and expanding access to healthcare services, particularly by strengthening partnerships with community-based organizations that assist residents in connecting to Medi-Cal services.
