a. Approve Standard Agreements with Cal-West Lighting & Signal Maintenance, Inc. and Bear Electrical Solutions, LLC by LLC Manager, MWE, Buyer, Inc. to provide traffic signal and lighting maintenance and on-call repair services at various locations within the County of Monterey, Request for Proposals #10915, for an initial term of three years, effective November 1, 2025 through October 31, 2028, with the option to extend the Agreement for up to two additional years, for an amount not to exceed $500,000 for each Agreement; and
b. Authorize the Chief Contracts and Procurement Officer or their designee to execute said Standard Agreements and future amendments to the Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amount for each Agreement.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Standard Agreements with Cal-West Lighting & Signal Maintenance, Inc. and Bear Electrical Solutions, LLC by LLC Manager, MWE, Buyer, Inc. to provide traffic signal and lighting maintenance and on-call repair services at various locations within the County of Monterey, Request for Proposals #10915, for an initial term of three years, effective November 1, 2025 through October 31, 2028, with the option to extend the Agreement for up to two additional years, for an amount not to exceed $500,000 for each Agreement; and
b. Authorize the Chief Contracts and Procurement Officer or their designee to execute said Standard Agreements and future amendments to the Agreements where the amendments do not significantly alter the scope of work or change the approved Agreement amount for each Agreement.
SUMMARY:
The County of Monterey (County), Department of Public Works, Facilities and Parks (PWFP) has a continued need for preventative maintenance and on-call repair of traffic signal and lighting systems at various locations throughout the County of Monterey. The recommended actions will establish Standard Agreements (SAs) with Cal-West Lighting & Signal Maintenance, Inc. (Cal-West) and Bear Electrical Solutions, LLC by LLC Manager, MWE, Buyer, Inc. (Bear) (Attachments A and B) to provide these services at various locations throughout the County.
DISCUSSION:
PWFP has a continued need for traffic signal and lighting maintenance and on-call repair services for traffic signals at 29 intersections, solar safety lighting, electrical signs, and associated equipment throughout the County. On July 17, 2025, PWFP solicited proposals from qualified consultants through Request for Proposals (RFP) #10915 (Attachments C and D) for these services. On August 28, 2025, proposals were received from two consultants. The competitive selection process was conducted in accordance with County policies and State and Federal laws under RFP #10915. As a result of this competitive process, both Cal-West and Bear were identified as qualified consultants and thus recommended for contract award based on their expertise and capabilities necessary to provide these services.
Traffic signal and lighting maintenance and repair are critical components of public infrastructure as they directly impact the safety and efficiency of County roadways. The SAs includes services ranging from routine maintenance to on-call repair services (repair of damaged and/or vandalized equipment) such as the installation of new, upgraded, or replacement of aging equipment.
Approval of the recommended actions by the Board of Supervisors would allow for the issuance of two multi-year SAs with Cal-West and Bear for these services, each for an initial term of three years, effective November 1, 2025 through October 31, 2028, with the option to extend each Agreement for up to two additional years, for an amount not to exceed $500,000 for each SA, and a combined total of $1,000,000.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the SAs as to form and fiscal provisions, respectively.
FINANCING:
Costs associated with the SAs are anticipated to be incurred over the next four fiscal years (FY): 2025-26, 2026-27, 2027-28 and 2028-29 beginning on November 1, 2025 through October 31, 2028. The Adopted Budget for FY 2025-26 includes sufficient appropriations in the PWFP Road Fund 002, Appropriation Unit PFP004 to cover costs related to the SAs. The remaining amount will be included in the subsequent annual recommended budgets for future FYs.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
The recommended action will support the maintenance and repair of the County’s traffic signal and lighting infrastructure, enhancing public safety at signalized roads and intersections, which is consistent with the following Strategic Plan Goals:
