Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer  to execute a non-standard Sublease Agreement with Mount Toro Tower LLC to provide radio communications vault space and supporting services to the County of Monterey, for the term July 1, 2023 through June 30, 2024, in the amount of $16,800; and

b. Approve non-standard provisions as recommended by the Chief Information Officer; and

c. Authorize the Chief Information Officer to execute up to three (3) additional amendments to this Agreement, each extending the term by one year, where the additional costs of each Amendment do not exceed 10% ($1,680) of the original contract amount of $16,800, bring the total maximum additional compensation to $5,040, and potential overall Agreement aggregate not to exceed amount to $21,840.

 

SUMMARY/DISCUSSION:

This approval of this Sublease Agreement will provide the Information Technology Department access to maintain, operate, and repair equipment within the Mount Toro Tower radio communication vault space located at 19881 Corral Del Cielo Rd, Salinas CA 93908.

 

The County operates and maintain telecommunications equipment at an exclusive area at the Mount Toro Tower (Lower Mountain) radio site, which hosts Microwave communications relay equipment that connects critical public safety radio sites to the Monterey County dispatch center. This location connects to a site on Fremont Peak, and another site in the City of Seaside. The County’s equipment consists of two microwave radios, associated microwave dishes, battery backup equipment, and site monitoring equipment enclosed in a single rack.

 

The proposed Agreement proposes the County pay $1,400 monthly for the electrical power supply, and access to the Mount Toro Tower radio communication site.

 

The Chief Information Officer recommends the approval of this Sublease Agreement.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed this Sublease and approves as to legal form. Auditor-Controller’s Office reviewed the contract but does not agree to the non-standard payment provisions.

 

FINANCING:

The funds have been included in the FY 23-24 Recommended Budget for the Information Technology Department, ITD 1930, Appropriations Unit INF002.  Transactions relating to future fiscal years will be included in each Recommended Budget based on the anticipated utilization of the services.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The transmissions from equipment maintained at this site will provide critical public safety communications.
