RECOMMENDATION:
 
It is recommended that the Board of Supervisors:
Approve and authorize the Emergency Medical Services (EMS) Agency Director to sign and execute a Paramedic Service Provider Agreement with Monterey County Regional Fire District to provide paramedic services in the County of Monterey.
 
SUMMARY:
 
The Emergency Medical Services (EMS) Agency is seeking Board of Supervisor approval to authorize the EMS Agency Director to sign and execute a Paramedic Service Provider Agreement with Monterey County Regional Fire District to provide paramedic services in the County of Monterey. The length of the agreement shall continue for a period of four (4) years from date of execution.
 
DISCUSSION:
 
Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.  
Under California law, no person or organization may provide "advanced life support," also known as "paramedic" services, unless that person or organization is an authorized part of the emergency medical services system of the local EMS agency.
 
Under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency's continuous quality improvement ("CQI") program.
 
The Paramedic Provider template agreement was approved by the Board of Supervisors on November 1, 2011. That agreement has been executed with Paramedic Service providers in the county.
 
This agreement is being returned to the Board for approval due to substantive changes made to reflect Monterey County Regional Fire District's role as both a non-transport paramedic provider, the previous Salinas Rural Fire Protection District, and a transport provider within the boundaries of the previous Carmel Valley Fire Protection District.  
 
This Agreement does not authorize Monterey County Regional Fire District to offer or provide any medical transportation services within the former Salinas Rural Fire Protection District boundaries established prior to July 2011.  Entry into this Agreement does not waive any rights maintained by Carmel Valley Fire Protection District or Monterey County Regional Fire District pursuant to Health and Safety Code Section 1797.201
 
OTHER AGENCY INVOLVEMENT:
 
County Counsel has approved this Paramedic Service Provider Agreement as to legal form.  Agreement is on file with Clerk to the Board.
 
FINANCING:
 
This agreement will have no impact to the General Fund Contribution.
