RECOMMENDATION:
It is recommended that the Board of Supervisors consider adoption of a Resolution in opposition to the U.S. Interior Department Offshore Oil and Gas Development proposal.
SUMMARY & DISCUSSION:
On January 4th, the Trump Administration announced its plan to open all federal U.S. waters, including 90 percent of the nation’s Outer Continental Shelf, for potential oil and gas exploration and development. The draft plan recommends two offshore oil and gas lease sales near the central coast of California. A public comment period on the proposal runs through March 9th. The County’s congressional delegation strongly opposes the proposal.
Senator Dianne Feinstein sent letters to all California counties urging them to adopt resolutions opposing oil and gas drilling off the California coast.
On January 23, 2018, Supervisor John Phillips made Board Referral No. 2018-02, requesting that the Board adopt a resolution opposing proposed federal initiatives to permit new offshore oil drilling and leases off the California coastline.
On January 29, 2018, the Board’s Legislative Committee recommended that the Board of Supervisors adopt the attached resolution in opposition to the U.S. Interior Department Offshore Oil and Gas Development proposal.
If adopted by the Board, this Resolution will be distributed by the County Administrative Office to U.S. Senator Dianne Feinstein, U.S. Senator Kamala Harris, Congressman Jimmy Panetta, Secretary Ryan Zinke (Secretary of the Interior), Governor Jerry Brown, California Attorney General Xavier Becerra, and to Monterey County’s state legislative delegation.

FINANCING:
Monterey County’s Legislative Program is funded in County Administrative Office-Department 1050, Intergovernmental & Legislative Affairs Division-Unit 8054. Approval of this recommendation will not result in additional general fund contributions.
