Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and amend the FY 15-16 Health Department’s Environmental Health Budget (4000-HEA005-8117) to reduce appropriations and general fund by $100,000; and

b.                     Approve and amend the FY 15-16 Health Department’s Animal Services Budget (4000-HEA001-8442) to increase appropriations and general fund by $100,000 (4/5th vote required); and

c.                     Approve and direct the Auditor-Controller to amend the FY 15-16 Health Department’s Environmental Health Budget (4000-HEA005-8117) and Animal Services Budget (4000-HEA001-8442) to reflect the changes in appropriations.

 

SUMMARY:

The Animal Services FY 2015-16 Adopted Budget has an unanticipated shortfall of $100,000 based on recent mid-year accounting of appropriations and expenditures. Funding to meet this shortfall has been identified and the Board’s approval is requested to re-appropriate $100,000 from the Environmental Health Bureau FY 2015-16 Adopted Budget to the Animal Services FY 2015-16 Adopted Budget. 

 

DISCUSSION:

Both Animal Services and Environmental Health staff have made every effort to reduce spending and to maximize the collection of revenue for Fiscal Year 2015-16.  Mid-year budget accounting has established an estimated $100,000 shortfall in appropriations for Animal Services for FY 2015-16.  This shortfall is due to several unanticipated expenses that have occurred during the course of FY 2015-16 which include the approval of a cost feasibility analysis study to combine the Monterey County and City of Salinas Animal Shelters, a 21% increase in health insurance costs and increased indirect charges from other County Departments. 

 

The Environmental Health Bureau mid-year budget accounting has realized a savings that will allow the reallocation of $100,000 from the Environmental Health Bureau budget to the Animal Services budget in order to finish the FY 2015-16 budget year.  These savings are primarily composed of salary savings, due to delays in filling vacant positions within the Environmental Health Bureau.  Support to reduce the Environmental Health Bureau General Fund Contribution and appropriation and increase the Animal Services General Fund Contribution and appropriation in the amount of $100,000 is requested. 

 

OTHER AGENCY INVOLVEMENT:

The Monterey County Board of Supervisors Budget Committee has reviewed this request at the May 25, 2016 Budget Committee meeting and concurs with its recommendations.

 

FINANCING:

There will be no impact to the Health Department's FY 2015-16 Adopted General Fund resulting from this Board action.
