Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or the Assistant Director of Health to execute an Agreement between the County of Monterey and Blue Pearl Specialty & Emergency Pet Hospital for the term retroactive to October 10, 2022, to October 9, 2024, for the provision of emergency veterinary services to injured or sick domestic animals brought in by Monterey County, City of Salinas Animal Services Staff, or Good Samaritans, for a total Agreement amount not to exceed $15,000; and

b. Approve the Director of Health or the Assistant Director of Health to approve up to three (3) future Amendments that do not exceed ten percent (10%) ($1,500) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Blue Pearl Specialty & Emergency Pet Hospital provides emergency veterinary care to injured or sick domestic animals brought in by Monterey County Health Department (MCHD) Animal Services Staff, City of Salinas Staff, or Good Samaritans.  This agreement was signed by the vendor and is in the process of being fully executed by County signatories with an effective date of November 1, 2022.  In the middle of this process, a dog in Lockwood, California was a victim of a gunshot wound to the leg and needed emergency veterinary services.  All other MCHD contracted vendors with alike provisions were unable and/or unavailable to provide emergency veterinary services to the dog. This animal was known to have an owner. The MCHD Animal Services Administrator sought approval from MCHD Finance Manager to modify the agreement dates in order to provide emergency services to the dog and process payment for emergency veterinary services. 

 

A joint effort between the Monterey County Code Enforcement Agency, Blue Pearl, and MCHD Animal Services was made to contact the owner of the dog.  A notice advising of the dog’s condition was left at the home of the potential dog owner. The owner did not immediately respond to repeated attempts to make contact until after the services were provided and the dog was transferred to the shelter. Animal Services will be following up with the owner to collect payment for the emergency veterinary services provided, however, it will be after the invoice is paid by Animal Services.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals:

While this work is not directly in support of a Health Department strategic goal, it is in support of one or more of the ten essential public health services, specifically: 2. Diagnose and investigate health problems and health hazards in the community, and 6. Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller has reviewed and approved as to legal form and fiscal provisions, respectively.

 

FINANCING:

There are sufficient appropriations in the Health Department Fiscal Year (FY) 2022-23 Adopted Budget for Animal Services (001-HEA001-8442).  The Health Department will include this Agreement in its FY 2023-24 Requested Budget.
