RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Ratify the execution by the Director of Health of the Memorandum of Understanding about the California Pathways into Public Health (Cal-PPH) Initiative Fellows/Interns (MOU) with the California Department of Public Health to assign Cal-PPH fellow personnel or intern personnel to the County of Monterey (host agency), effective February 1, 2023, through June 30, 2025;

b. Approve non-standard provisions in the MOU, as recommended by the Director of Health; and

c. Authorize the Director of Health to approve up to three future amendments where the combined amendments do not significantly change the scope of services, subject to review and approval by the Office of County Counsel as to form.

 

SUMMARY/DISCUSSION:

In 2021, the California Department of Public Health (CDPH), the University of California San Francisco, and the University of California Los Angeles partnered to develop and launch the California Pathways into Public Health Initiative. Cal-PPH is an innovative program that provides training, hands-on work experience, and ongoing support to entry level public health professionals from historically underrepresented and diverse backgrounds. The Health Department’s Public Health Bureau successfully applied to be a host site for the Cal-PPH fellow initiative 2021 and 2023 cohorts.

 

Cal-PPH will place a fellow with the Health Department Public Health Bureau’s Communicable Disease Prevention and Control Division for a period of two years. CDPH hires the fellow and compensates the fellow directly. As host agency, Public Health will provide robust public health training experience including hands-on opportunities to learn disease investigation, prevention and control. Public Health will also provide professional mentorship and support with the overarching goal of developing a well-trained, diverse public health workforce.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1. Empower the community to improve health; 2. Enhance public health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports the following of the ten essential public health services, specifically: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; 2. Investigate, diagnose, and address health problems and hazards affecting the population; 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy, and 8. Build and support a diverse and skilled public health workforce.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved this Agreement as to legal form.

Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.

 

FINANCING:

There is no exchange of funds between the County of Monterey and CDPH for this Agreement.
