Title

Approve and authorize the Monterey County Laguna Seca Representative to:

Execute a retroactive Standard Agreement between Raul Lozano dba ASAP Signs & Printing and the County of Monterey for Signage and Related Services for Laguna Seca Recreation Area with a term beginning April 1, 2022, through December 31, 2023, and for a total not-to-exceed agreement amount of $75,000;

b. Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $7,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to: 

a.  Execute a retroactive Standard Agreement between Raul Lozano dba ASAP Signs & Printing and the County of Monterey for Signage and Related Services for Laguna Seca Recreation Area with a term beginning April 1, 2022, through December 31, 2023, for a total not-to-exceed agreement amount of $75,000;

b.  Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $7,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.

 

SUMMARY/DISCUSSION:

ASAP Signs & Printing (ASAP) has been in business since 1968, providing signs and printing services to San Luis Obispo, Monterey, San Benito, Santa Cruz, and Santa Clara counties.  ASAP has provided signage and printing services for the Laguna Seca Recreation Area (LSRA) for approximately 20 years.  They have always provided prompt, efficient service and a quality product at competitive pricing.

 

Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed retroactive standard agreement with ASAP (Attachment A) with a term beginning April 1, 2022, through December 31, 2023, for a total agreement amount not to exceed $75,000, and up to three future amendments where the total amendments do not exceed ten percent of the agreement amount.

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed retroactive agreement as to form and fiscal provisions, respectively.  Risk Management reviewed and approved the insurance coverage and limits.

 

FINANCING:

The cost of the contracted services provided by ASAP is not to exceed $75,000 for the duration of the original agreement.  These fees were sufficiently covered by the Fiscal Year 2021-22 budget in Fund 453 LSRA, Budget Unit 8536, Appropriation Unit CAO046.  The remaining fees will be adequately covered in Fiscal Years 2022-23 and 2023-24 budgets in Fund 453 LSRA, Budget Unit 8579, Appropriation Unit PFP067.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Economic Development, Administration, and Public Safety Strategic Initiatives:  Economic Development is stimulated through advertising and promotion of local business; judicious use of the signs helps facilitate information dispersal and provides direction to the public, and enhances public safety in the event of an emergency.
