RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Interim Chief Executive Officer for Natividad Medical Center (NMC) or a designee to execute a retroactive Agreement between the County of Monterey and Universal Protection Services, LP. DBA Allied Universal Security Services for the provision of uniformed guard services for Natividad Medical Center, for a maximum County obligation of $4,320,000 for the term of July 1, 2026 through June 30, 2028; and

b. Authorize the Interim Chief Executive Officer for Natividad Medical Center or a designee to execute up to three (3) future amendments that do not exceed 10% ($432,000) of the original Agreement, do not significantly change the scope of services, and do not increase the total not to exceed amount over $4,752,000.

 

SUMMARY:

 

This Agreement will allow Allied Universal Security Services to provide professional, unarmed uniformed security guard services at Natividad Medical Center twenty-four (24) hours per day, seven (7) days per week. Services include access control, routine patrols, incident reporting, emergency response, patient watch, and protection of patients, visitors, staff, and hospital property. The contractor will also provide annual site assessments, annual training, and daily activity and incident reports.

 

Natividad Medical Center will monitor the contractor's performance by reviewing daily activity reports, verifying required deliverables, and conducting ongoing oversight to ensure compliance with the agreement and satisfactory performance.

 

DISCUSSION:

 

Approval of this Agreement will ensure the continued provision of professional, unarmed uniformed security guard services that support a safe and secure environment for patients, visitors, staff, physicians, contractors, and hospital property at Natividad Medical Center. These services are essential to maintaining hospital operations by providing access control, emergency response, incident reporting, and security patrols throughout the facility. Patients also benefit from a safe and secure healthcare environment that supports quality patient care and enhances the overall patient experience.

 

The Agreement is effective retroactive to July 1, 2026, to ensure continuity of critical security services while the Agreement completed the County's review and approval process. There has been no interruption in services during this period.

 

OTHER AGENCY INVOLVEMENT:

 

The Office of County Counsel has reviewed and approved this Agreement as to form, and the Auditor-Controller has reviewed and approved as to payment provisions. The Agreement has also been reviewed and approved by NMC’s Finance Committee and by its Board of Trustees on August 7, 2026.

 

FINANCING:

 

The cost for this Agreement is $4,320,000, of which $2,160,000 is included in the FY 2026-27 Adopted Budget. Amounts for remaining years of the Agreement will be included in those budgets as appropriate. There is no impact on the General Fund with this action.
