RECOMMENDATION:

 

It is recommended that the Board of Supervisors:

a.                     Presentation on State funding available to address homelessness from Julie Lo, Executive Officer, California Interagency Council on Homelessness

b.                     Presentation on implementation of the Five Year Plan to Reduce Homelessness in Monterey and San Benito Counties from Roxanne Wilson, Executive Officer, Coalition of Homeless Services Providers

c.                     Update on planning for multi-agency “Summit to Address Homelessness in Monterey County “ planned for July, 2022

d.                     Provide direction to staff

 

SUMMARY/DISCUSSION:

 

The Board of Supervisors adopted the “Five Year Plan to Reduce Homelessness in Monterey and San Benito Counties” in August 2021. At that time, the Board also directed staff to begin planning an all day, multi-agency “summit” to address specific actions which may be taken by the County, the cites and non-profit service providers working collaboratively to reduce homelessness throughout the County. The Coalition of Homeless Services Providers is taking the lead to coordinate planning for the Summit, working collaboratively with CAO and Board staff, key County Departments, the Monterey Bay Economic Partnership and the Community Foundation for Monterey County.

At its March 22,2022 meeting, the Board of Supervisors will:

1.                     Receive an update from Julie Lo, Executive Officer of the California Interagency Council on Homelessness regarding funding opportunities which are available through the State of California to assist local jurisdictions in addressing homelessness in our community.

2.                     Receive an update from Roxanne Wilson, Executive Officer of the Coalition of Homeless services providers on the implementation status of the Five Year Plan to Reduce Homelessness in Monterey and San Benito Counties

3.                     Receive an update the Board on planning for the July 2022 Summit on Homelessness.

 

OTHER AGENCY INVOLVEMENT:

 

In addition to the agencies and organizations mentioned above, a letter was distributed to all city managers in Monterey County, inviting them and their respective city council members to attend the March 22, 2022 Board of Supervisors meeting on this item, either in person or via Zoom.

Ashley Walker of Nossaman LLP has participated in coordinating the presentation regarding State funding opportunities to address homelessness.

 

FINANCING:

 

There is no impact to the General Fund from receipt of this report. It is anticipated that there will be costs associated with the July 2022 Summit. Staff will return to the Board as necessary if funding is needed to produce and conduct the Summit.
