Approve Professional Services Agreements with the following 16 contractors: Andrew Goodwin Designs dba AGD Architecture + Design; Calpo Hom & Dong Architects, Inc.; GHD Inc.; Interactive Resources, Inc.; Jayson Architecture P.C.; McCaslin & Associates Architects, Inc., dba MA Architects, Inc.; Mead & Hunt, Inc.; Nacht & Lewis Architects, Inc.; Nichols, Melburg & Rossetto AIA & Associates, Inc.; Sally Swanson Architects, Inc.; SSA Landscape Architects, Inc.; Studio 2G Architects, LLP; The KPA Group; Verde Design, Inc.; Wald, Ruhnke & Dost Architects, LLP; Whitson and Associates, Inc. dba Whitson Engineers; to provide on-call architectural and engineering design services for various projects located in the County of Monterey pursuant to Request for Qualifications (RFQ) #10983, with amounts not to exceed $5,000,000 each for a combined total of $80,000,000 for a term of three (3) years beginning October 1, 2026 to September 30, 2029, with the option to extend the term of each Agreement for up to two (2) additional years;
b. Approve additional term extensions beyond the anticipated five (5) year term with no increase to the dollar amount or change in the scope of work, limited to project(s) initiated during the initial five (5) year term to allow continuity of services for active projects, subject to review and approval by the Office of the County Counsel; and
c. Authorize the Director of Public Works, Facilities and Parks to execute the Professional Service Agreements and future amendments to each Agreement where the amendments do not increase the approved amount of each Agreement, subject to the review and approval as to form of any future amendments by the Office of the County Counsel.

SUMMARY:
The recommended actions would allow for the approval of Professional Service Agreements (PSAs) for the 16 contractors listed above to provide on-call architectural and engineering design services for various projects located in the County of Monterey (County). Each contract is “on-call” and there is no minimum work guarantee. The $5,000,000 not to exceed amount allows Public Works, Facilities and Parks (PWFP) staff to secure necessary architectural and engineering services as part of their approved project budgets.
DISCUSSION:
PWFP is responsible for the administration, coordination, and oversight of services concerning facilities maintenance and capital planning in support of County owned and leased facilities in compliance with all applicable local, State, and Federal laws and regulations [Monterey County Code Section 2.28.010; Ordinance Number 5391]. The 16 awarded PSAs will allow for professional architectural and engineering design services to implement various projects included in the Annual Capital Improvement Plan (CIP) and unforeseen emergency projects. Projects include a wide range of scopes, from new design and construction to major and minor tenant improvement work. Other types of projects may include major and minor alterations to existing correctional facilities. On-call architectural and engineering design services enable the County to bring existing buildings into compliance with current regulatory requirements, including the U.S. Department of Justice Americans with Disabilities Act (ADA) Standards for Accessible Design, County of Monterey Green Buildings Standards Chapter 18.11, Municipal Climate Action Plan, the California Code of Regulations and other state, federal, and local regulatory requirements as may be amended from time to time.
On May 7, 2026, the County issued Request for Qualifications (RFQ) #10983 to solicit statements of qualifications from contractors for on-call architectural and engineering design services for various County projects. The County received 29 responsive statements of qualification (SOQ) packages. Following staff review and evaluation of the SOQ packages, 16 contractors were selected for awards based on their qualifications. SOQ packages submitted by Andrew Goodwin Designs dba AGD Architecture + Design; Calpo Hom & Dong Architects, Inc.; GHD Inc.; Interactive Resources, Inc.; Jayson Architecture P.C.; McCaslin & Associates Architects, Inc., dba MA Architects, Inc.; Mead & Hunt, Inc.; Nacht & Lewis Architects, Inc.; Nichols, Melburg & Rossetto AIA & Associates, Inc.; Sally Swanson Architects, Inc.; SSA Landscape Architects, Inc.; Studio 2G Architects, LLP; The KPA Group; Verde Design, Inc.; Wald, Ruhnke & Dost Architects, LLP; and Whitson and Associates, Inc. dba Whitson Engineers demonstrated their expertise and capabilities, which include their capacity to abide by all local, state, and federal regulations, and to provide all labor, materials, tools, equipment, and supervision necessary to provide architectural and engineering design services solicited through RFQ #10983, in accordance with County policies and state, local and federal laws.
Approval of the recommended actions will allow for the execution of 16 PSAs each with an amount not to exceed $5,000,000, for a combined total amount not to exceed $80,000,000. Each PSA is active for a period of three (3) years beginning October 1, 2026 to September 30, 2029, with the option to extend the term of each PSA for two (2) additional years.
Construction project schedules may extend beyond the maximum five (5) year term proposed in the RFQ. To allow continuity of service and avoid the need to change contracts or contractors mid-project, staff requests that the Board also authorize project-specific term extensions (as needed) beyond the standard maximum five (5) year term. The scope of work would be revised to limit work only to those active projects initiated before the conclusion of the five (5) year term. Any new projects initiated after the five (5) year term would require a new contract under a separate procurement process.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management has reviewed and approved the Agreements as to form. The Auditor-Controller’s Office has reviewed the proposed Agreements as to fiscal provisions.
FINANCING:
These Agreements are funded as part of the Countywide Facilities Master Plan project adopted in the Fiscal Year 2026-27 Capital Improvement Plan. Use of these services will be budgeted in the various capital project budgets. Funding sources for Capital Projects include but are not limited to reimbursements from Fund 2205, Building Improvement and Replacement, various grant sources, or direct billing to departments as the expenses are incurred.
