RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve a Grant Award from the California Department of Transportation for  an Active Transportation Program Grant in the amount of $913,000 for the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project; and
b.  Authorize the Director of Public Works, or his designee, to accept, administer, and execute documents to secure these funds from the California Department of Transportation.
 
SUMMARY/DISCUSSION:
On April 22, 2014, the Board of Supervisors approved the submittal of grant applications to California Department of Transportation (Caltrans) for Active Transportation Program (ATP) grants and directed the Resource Management Agency-Public Works (RMA-Public Works) to return to the Board for approval prior to acceptance of any grant award(s).
 
In May 2014, RMA-Public Works submitted two applications to Caltrans for ATP grant funds which included the Monterey Bay Sanctuary Scenic Trail (MBSST) - Moss Landing Segment and the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project.
 
In August 2014, Caltrans awarded $913,000 for the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project.  The Castroville Bicycle/Pedestrian Path and Railroad Crossing Project consists of the installation of approximately 3,878 ft (0.74-mile) Class I bicycle/pedestrian path that runs along Salinas Street from McDougall Street to Axtell Street with a 1,170 foot long new bicycle/pedestrian bridge over the Union Pacific Railroad track and a bicycle path to Castroville Boulevard.  The grant funding will be budgeted in Fiscal Year 2015-16.  The total project cost is $8.9 Million.
 
On June 12, 2007, the Board approved the attached Master Agreement No. 05-5944R for federal aid projects and Master Agreement No. 00032S for state funded projects between the State of California and the County of Monterey to administer programs which include various state and federal transportation program funding.  The agreements include the terms and conditions applicable to the County when receiving funds for a designated project and contains standard provisions relating to project administration, management, as well as, fiscal and special provisions common to all projects.  Additionally, on June 12, 2007, the Board authorized the Director of Public Works to execute any Federal and State Master Agreements, Program Supplemental Agreements, fund Exchange Agreements and/or Fund Transfer Agreements No. 05-5944R and No. 00032S with CalTrans on behalf of the County of Monterey.  
 
CalTrans prepares a Program Supplemental (see Exhibit "4-D Sample") for each project outlining eligible costs and reimbursement percentages for state and federal funds, as well as, special covenants applicable to each project.  
 
OTHER AGENCY INVOLVEMENT:
None.
 
FINANCING:
There is no impact to the General Fund.  The total cost of the Castroville Bicycle/Pedestrian Path and Railroad Crossing Project is $8.9 Million.  RMA-Public Works has secured $8.0 Million in Local, State and Federal grants and the $913,000 ATP grant funds will fully fund the project.  A match will not be required since Castroville is considered a disadvantaged community.
