b. Approve non-standard risk provisions in the Agreement as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to sign up to three future amendments that do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a retroactive Non-Standard Agreement with the California Department of Public Health (CDPH) to allow the County of Monterey Health Department to explore data sets, conduct surveillance, and provide reports to CDPH, for the term retroactive to September 1, 2024 through June 30, 2025, for a receivable amount not to exceed $90,000; and
b. Approve non-standard risk provisions in the Agreement as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to sign up to three future amendments that do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The County of Monterey Health Department (MCHD) Public Health Bureau (PHB) collects and maintains near-real time data from health care facilities for syndromic surveillance. The data are used by epidemiologists to monitor disease trends and assess any aberrations for early detection of emerging health events in the county.
California Department of Public Health (CDPH) Occupational Health Branch (OHB) will contract services to PHB’s Epidemiology and Surveillance Unit to conduct occupational heat-related illness surveillance using the County’s existing syndromic surveillance system. The deliverables include regular data reports and a final report with recommendations for the use of this data to assess impact on worker groups during extreme heat events. The services provided will result in increased knowledge, skills, and capacity to perform heat-related illness surveillance in the county.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health; and 2. Enhance public health and safety through prevention. It also supports the following of the ten essential public health services, specifically: 1. Assess and monitor population health status, factors that influence health, and community needs and assets; 2. Investigate, diagnose, and address health problems and hazards affecting the population; and 9. Improve and innovate public health functions through ongoing evaluation, research, and continuous quality improvement.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved this Agreement as to legal form. Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions.
FINANCING:
This is an agreement to receive $90,000 in grant monies from CDPH. There are sufficient appropriations to complete the grant activities in the Health Department’s (001-4000-8124-HEA003) FY 2024-25 Adopted Budget.
