Title: a. RECOMMENDATION:

 

It is recommended that the Board of Supervisors:

a.                     Approve and Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Renewal of and Amendment #1 to an agreement with Salinas Union High School District (SUHSD) for provision of HiSET high school equivalency testing and services, for the period retroactive to July 1, 2016 through June 30, 2018, and adding $38,000 to the agreement, for a total cost of $98,000; and

b.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign one (1) amendment of up to ten (10) percent ($9,800) to the agreement where the amendment does not significantly change the scope of work and the total cumulative cost of the contract does not exceed $107,800.

 

SUMMARY:

 

The Monterey County Sheriff’s Office and the Salinas Union High School District (SUHSD), Adult Education, have enjoyed a long-term, successful relationship working together to enable inmates to successfully complete a high school diploma. The purpose of the ETS High School Equivalency Test (HiSET) is to certify a student’s attainment of academic knowledge and skills equivalent to those of a high school graduate. Students must successfully pass core exams in: Language Arts, Mathematics, Science, and Social Studies. This program is very popular and currently there are thirty-four inmates enrolled in HiSET classes. Since 2015, seventy-seven men and sixty-six women attended HiSET classes, with a total of eighty-five exams being administered and eighty-three exams passed.   The program has produced eight HiSET graduates so far, and SUHSD assisted an inmate by coordinating efforts between educational institutions to compile all previously completed high school credits, which enabled her to be awarded a high school diploma.

 

Classes are taught on site at the Monterey County Jail.  The agreement requires SUHSD to proctor all testing and provide results to inmates. 

 

A copy of the contract is on file with the Clerk of the Board.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has approved the agreement as to legal form, and the Auditor-Controller has reviewed for fiscal provisions. The Salinas Union High School District approved the agreement at their board meeting held on September 27, 2016.

 

FINANCING:

 

The funding for this contract comes from the Inmate Welfare Fund. The Inmate Welfare Fund receives its revenue from inmate telephone commissions and commissary commissions. This contract was budgeted at $10,000 for FY 2016-17 and actual expenses for FY 2015-16 were $3,235.00. This contract cost is based on tests actually taken by inmates and can fluctuate based on how many inmates are prepared to take the test.  There will be no General Fund Contribution as a result of this Board action.
