RECOMMENDATION:
It is recommended that the Board of Supervisors Adopt a Resolution to:
a. Approve the Monterey County Sheriff Office (MCSO) Cyber Security Project to update the Automated Fingerprint Identification System (AFIS) Livescan devices.
b. Adopt a Resolution Authorizing and directing the Auditor-Controller to amend the Sheriff’s Office Fiscal Year 2019-20 Adopted Budget to increase appropriations by $197,170 (001-2300-SHE001-8245-6231-CALID) financed by recognition of revenues from the Homeland Security Grant and Partner Agencies amounting to $162,225 (001-2300-SHE001-8245-5050) and $34,945 (001-2300-SHE001-8245-5855), respectively. (4/5ths vote required).
SUMMARY/DISCUSSION:
The Monterey County Sheriff Office (MCSO) manages the Automated Fingerprint Identification System (AFIS) Servers and (19) Livescan devices that are distributed throughout the County of Monterey. The Livescan devices are used to submit fingerprint & palm impressions to the Department of Justice (DOJ) for criminal processing or identification of known terrorists, criminals, persons of interest and aliases as well as provide background checks to job applicants. Eighteen (18) out of the nineteen (19) devices are currently running on Windows 7, an operating system that will reach the end of life on January 1, 2020. After this date, these devices will no longer be supported by Microsoft thus exposing the County and the partner Law Enforcement agencies risk to cybersecurity threats. One of the partner agencies opted out to upgrade one of its devices leaving seventeen (17) devices for upgrade. They will be decommissioning that device.
This Cyber Security Project is to upgrade the AFIS servers and seventeen (17) Livescan devices located throughout the County by January 1, 2020 to Windows 10. This update is necessary to reduce the cybersecurity threats and vulnerabilities of the County and the partner Law Enforcement agencies.
The total cost of the Cyber Security Project amounts to $207,922. Of this amount, $162,225 will be funded by the Homeland Security Grant as described in the following paragraph and the remaining $34,945 will be distributed equally among the partner agencies, and $10,752 will come from the Sheriff’s adopted budget based on the number of devices.

The Monterey County Office of Emergency Services is the recipient of the 2019 Homeland Security Grant Program from the Cal OES in the amount of $531,077. MCSO is the subrecipient of the Homeland Security Grant in the amount of $162,225. Please see Attachment C for the Notification of Subrecipient Award Approval and Attachment D for the copy of the FY19 Homeland Security Grant Award-Approval Notice from the Office of Emergency Services.

FINANCING:
This action does not impact General Fund contribution as the changes in appropriations are funded by corresponding increases in revenues.
