RECOMMENDATION:

It is recommended that the Board of Supervisors acting as the Board of Directors of the Boronda County Sanitation District:

Certify compliance with State law with respect to the levying of general and specific taxes, assessments, and property-related fees and charges for the Boronda County Sanitation District.

 

SUMMARY/DISCUSSION:

On May 21, 2024, an ordinance was adopted amending Section 16 of the Boronda County Sanitation District (BCSD) Ordinance No. 5134 to provide for the collection of the sewer charges through the County of Monterey Property Tax Roll beginning with Fiscal Year 2024-25.  Previously, Monterey One Water (M1W) provided BCSD monthly sewer billing, however, as of June 30, 2024, M1W has implemented collection of their sewer charges via the tax roll.

 

Staff has prepared a resolution for the BCSD to collect annual sewer service charges on the County Tax Roll in compliance with State and County requirements. As required, the resolution contains a report of sewer service charges for the individual property owners with the BCSD within Exhibit 1 of the Resolution.

 

OTHER AGENCY INVOLVEMENT:

Placement of annual assessments on the property tax rolls is facilitated by the Office of the Auditor-Controller. 

 

FINANCING:

Costs associated with this change will be minimal.  The Auditor-Controller’s office charges ¼ of 1 percent of revenue collected on the County Property Tax Roll. The estimated 2024-25 revenue from the BCSD sanitation billing is $175,800, resulting in an estimated annual charge by the Auditor-Controller of $440.  There will also be nominal staff time to prepare the necessary annual Board of Directors report required to place the BCSD annual sewer charges on the Property Tax Roll.  This is the least expensive option to collect BCSD sewer fees.
