a. Approve and authorize the Chief Probation Officer to sign an agreement with Rancho Cielo, Incorporated in the amount of $141,734, to provide a job readiness and placement program for AB 109 Public Safety Realignment eligible clients, for the term from July 1, 2021 to June 30, 2022; and
b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to this agreement where each amendment does not exceed ten percent ($14,173) of the original contract amount and does not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Chief Probation Officer to sign an agreement with Rancho Cielo, Incorporated in the amount of $141,734, to provide a job readiness and placement program for AB 109 Public Safety Realignment eligible clients, for the term from July 1, 2021 to June 30, 2022; and
b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to this agreement where each amendment does not exceed ten percent ($14,173) of the original contract amount and does not significantly change the scope of work.
SUMMARY:
AB 109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB 109 Public Safety Realignment plan. Funding is allocated for custody, supervision and treatment services. Rancho Cielo, Incorporated will provide a structured job readiness and placement program for participants aged 18-25 years.
DISCUSSION:
The Public Safety Realignment plan for Monterey County was developed by the local Community Corrections Partnership (CCP) and approved by its Executive Committee and Monterey County Board of Supervisors. The Probation Department is responsible for implementation and financial oversight of the AB109 Public Safety Realignment plan, distributing a total of $ 16,492,201 for Fiscal Year (FY) 2021 - 2022 to local organizations and county agencies supporting the AB 109 Public Safety Realignment community programs in Monterey County.
In FY 2021-2022, Rancho Cielo, Incorporated has been allocated funding in the amount of $141,734 to provide a structured job readiness and placement program for adult offenders aged 18-25 years eligible for the program. The agency will provide six-month job training and paid employment program at the Rancho Cielo Youth Campus.
OTHER AGENCY INVOLVEMENT:
The Agreement has been approved by the Office of the County Counsel-Risk Management as to legal form and risk provisions, and by the Auditor-Controller as to fiscal terms.
FINANCING:
Funds in the amount of $141,734 associated with this recommendation are allocated from the State for AB 109 Public Safety Realignment. Funding for all AB 109 programs has been authorized in the current state budget and is included in Probation’s Recommended Budget, Unit 8165 for FY 2021-22. There is no additional cost to the County General Fund associated with this recommendation.

This recommendation supports the Board of Supervisors Strategic Initiatives of: a) Economic Development by providing employment opportunities for justice involved individuals that reduce poverty and help strengthen economic development to ensure a healthy economy; b) Health and Human Services by improving their quality of life and access to opportunities for healthy choices and environments; and c) Public Safety by encouraging individuals to achieve their potential with legitimate employment to support themselves and their family, thereby resulting in the reduction of crime.
