Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Ratify the execution by the Purchasing Officer of an agreement with Dr. Brandi Liles signed on January 27, 2021 for the provision of trauma focused cognitive behavioral therapy training in the amount of $6,150 for the period February 1, 2020 through June 30, 2020 with nonstandard liability provisions; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the  amendments do not exceed 10% ($615) of the total agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Sally P. Archer Child Advocacy Center (CAC) and Bates-Eldredge Child Sexual Abuse Clinic for Monterey County perform medical-legal examinations to evaluate cases of suspected or actual child abuse/sexual exploitation to provide documented evidence to assist in the prosecution of criminal cases. Monterey County’s CAC has become accredited by the National Children’s Alliance (NCA). As part of the accreditation requirements, mental health providers must receive at least 40 hours of training on approved Evidence Based Practices such as Trauma Focused Cognitive Behavioral Therapy (TF-CBT).  Dr. Brandi Liles has been certified as a Master Trainer for TF-CBT by the treatment developers. The Child Abuse Prevention Council (CAPC) supports the CAC and identified the need for this training to again be offered to our local Monterey County clinicians. Taking advantage of the ability to provide this training on-line at this time, the CAPC Board worked with the CAC and Children’s Behavioral Health to identify Dr. Liles. With this training, Monterey County’s CAC will have the capacity to serve Monterey County children and youth with consistent, evidence-based services that help them heal from abuse.  Additionally, without this required training component, Monterey County’s National Accreditation would be jeopardized.

 

The agreement was delayed due circumstances involving discussion of liability waivers. It was not possible to change the training schedule, so the opportunity to provide this valuable curriculum to County and community agency staff would have been lost with further delay. In light of the value of the services to be provided, the type and manner in which services are to be delivered, and the review and approval of the liability waiver by Risk Management, the agreement was executed prior to coming to your Board for approval. For the reasons outlined above, the Department recommends ratification of the execution of this agreement by the Purchasing Officer.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

This agreement is funded through the CAPC CAPIT program using realignment funds for this training. Sufficient appropriations and estimated revenues in Unit 001-SOC005 are included in the FY -2020-21 Adopted Budget.   

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Administration and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by expanding the Department’s ability to recruit and prepare Resource Parents for parenting and supporting the children who join their families while maintaining compliance with the Continuum of Care Reform.
