Approve and authorize the Emergency Services Manager to execute a Memorandum of Understanding (MOU) between the Monterey County Office of Emergency Services/Emergency Operations Center (MOCO OES/EOC) and the United Way/211 for Emergency Management Mutual Aid related to Covid-19 support activities.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Emergency Services Manager to execute a Memorandum of Understanding (MOU) between the Monterey County Office of Emergency Services/Emergency Operations Center (MOCO OES/EOC) and the United Way/211 for Emergency Management Mutual Aid related to Covid-19 support activities.

 

SUMMARY:

MOCO OES/EOC, as part of their emergency management responsibilities, requests mutual aid assistance from United Way/211 for additional support related to Covid-19 response. Specifically, regarding Covid-19 communication and messaging with the public.

 

DISCUSSION:

On March 6, 2020, the County of Monterey proclaimed the existence of a local Health emergency related to Covid-19 pandemic. United Way/211 have existing agreements in place to provide Emergency Management assistance regarding public communication and messaging, however, United Way/211 may not be able to fulfill the demand for services during the current emergency situation created by Covid-19 and may require them to employ additional staff to assist the County with the Emergency Management Mutual Aid response.

 

OTHER AGENCY INVOLVEMENT:

The United Way/211, County Counsel, and Risk Management have respectfully reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements.

 

FINANCING:

The fiscal impact to the General Fund is a maximum of $20,000 per month while the emergency exists.
