Authorize the Chair of the Board of Supervisors to sign the California Federal Surplus Personal Property Program renewal application, between the Monterey County Sheriff's Office and the Federal Surplus Personal Property Program administered by the California Department of General Services for a three year period beginning September 1, 2012 through September 1, 2015.

RECOMMENDATION:
It is recommended that the Board of Supervisors authorize the Chair of the Board of Supervisors to sign the California Federal Surplus Personal Property Program renewal application, between the Monterey County Sheriff's Office and the Federal Surplus Personal Property Program administered by the California Department of General Services for a three year period beginning September 1, 2012 through September 1, 2015.
 
SUMMARY/DISCUSSION:
The California Federal Surplus Personal Property (CFSPP) Program allows the Sheriff's Office to acquire state and federal surplus property and equipment at a very low fraction of the original value, typically anywhere from one to five percent.  The mandated costs are service and handling fees equal to the greater of either $100 or 7% of an item's Original Acquisition Cost.  Participation in this program provides the Sheriff's Office the potential to reduce property and equipment expenditures by purchasing items at significantly reduced costs.  
 
The Sheriff's Office enrollment in the CFSPP Program expires every three years, at which time, the Sheriff's Office has to reapply for the program.  
 
OTHER AGENCY INVOLVEMENT:
The CA Department of General Services administers the CFSPP Program. County Counsel has reviewed this report.
 
FINANCING:
This request for continued participation in the CFSPP Program requires no additional funding.  Any decisions to acquire property or equipment through this program will be based on analysis of current needs of the department for delivery of services and available budgeted funding levels.
