Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement for $286,174 with the Child & Family Policy Institute of California to provide Affordable Care Act training curriculum to California counties for the period April 15, 2013 - June 30, 2014; and
  1. Authorize the Director of the Department of Social Services, or his designee, to sign up to
three (3) amendments to this agreement where the total amendments do not exceed 10% of the original contract amount, and do not significantly change the scope of work; and
  1. Authorize the Auditor-Controller's Office to incorporate approved appropriation and

SUMMARY/DISCUSSION:
Monterey County has been asked to be the fiscal agent for an Affordable Care Act Training contract for county social services departments across the State. This contract is funded by an augmentation to Monterey County's 100% State funded Medi-Cal allocation specifically for this purpose. The Child & Family Policy Institute of California (CFPIC) will be responsible for ensuring that designated county staff receives training curriculum related to implementation of the Affordable Care Act (ACA) scheduled to take effect in January 2014. Curriculum will include ACA requirements and eligibility determination processes, as well as support for building and sustaining high quality customer service standards to support the wider audience served by the ACA.
 
CFPIC will contract with CalSWEC (California Social Work Education Center) to provide the Affordable Care Act training curriculum. Created in 1990, CalSWEC is a consortium of the state's 21 accredited social work graduate schools, all 58 county departments of social service and local mental health departments, the California Department of Social Services (CDSS), the California Chapter of the National Association of Social Workers, the County Welfare Directors Association (CWDA), the California Mental Health Directors Association (CMHDA), and foundations. It is the nation's largest coalition of its kind working together to provide professional education, student support, in-service training, and workforce evaluation research—all directed toward developing effective, culturally competent public service delivery to the people of California.
 
OTHER AGENCY INVOLVEMENT:
This agreement has been approved by the Auditor-Controller and Purchasing.  County Counsel has approved the agreement as to form.
 
FINANCING:
An augmentation in the amount of $286,174 to reimburse the additional costs of this contract was added to Monterey County's Medi-Cal eligibility allocation.  The Medi-Cal eligibility allocation is 100% State and Federally funded.  Approval of this action does not result in any change to the County General Fund Contribution.
