a. Approve Amendment No. 2 to Standard Agreement A-15789 with TruePoint Solutions, LLC, dba GovPath, to provide as-needed on-call support beyond what is provided by Accela Customer Service Response to increase the Agreement amount of $130,545 by $88,800 for a new not-to-exceed amount of $219,345 and update certain provisions of the Agreement; and
b. Authorize the Contracts and Procurement Officer to execute Amendment No. 2 and future amendments that do not significantly change the Scope of Work or increase the approved Agreement amount by more than 10% ($21,935) subject to review by County Counsel.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve Amendment No. 2 to Standard Agreement A-15789 with TruePoint Solutions, LLC, dba GovPath, to provide as-needed on-call support beyond what is provided by Accela Customer Service Response to increase the Agreement amount of $130,545 by $88,800 for a new not-to-exceed amount of $219,345 and update certain provisions of the Agreement; and
b. Authorize the Contracts and Procurement Officer to execute Amendment No. 2 and future amendments that do not significantly change the Scope of Work or increase the approved Agreement amount by more than 10% ($21935), subject to review by County Counsel.
SUMMARY:
Amendment No. 2 to Standard Agreement A-15789 increases Fiscal Years 2026-27 and 2027-28 budget amounts by $44,400 each, totaling $88,800 each, for a new Agreement not-to-exceed amount of $219,345. Due to expansion of the services provided by TruePoint, funds received through Amendment No. 1 were expended earlier than anticipated.
DISCUSSION:
Accela Automation (Accela) is used by Housing and Community Development (HCD) for tracking all land use permit-related applications, such as planning, building, and encroachment permits, Public Records Act requests, special event questionnaires, and address assignment requests. Accela has also been expanded for tracking cannabis, vacation rentals, and other land use business needs over the last few years. Many internal and external agencies are partners with HCD in using Accela to complete reviews of building and land use permit applications. The County continues to utilize Accela and requires continued support services from TruePoint Solutions LLC (TruePoint).
TruePoint was selected for their expertise and capabilities necessary to provide service and support in programming and report customization of the application. They’ve been instrumental in assisting HCD with transitioning to online application and issuance of permits, building new modules to enable HCD to process vacation rentals, SolarAPP+ permits, and are on-call to assist HCD staff when needed to implement ongoing workflow changes made in the department. Currently, updates are underway to implement ePermitHub for improved plan review service as well as assisting with improvements to HCD’s online Permit Portal.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Offices of the County Counsel and Auditor-Controller have reviewed Amendment No. 2 as to form and legality, and fiscal provisions, respectively.
FINANCING:
Land use permit fees include a technology fee. The revenue generated by this fee is intended to fund this type of service as well as the cost of hosting and servicing the Accela Automation software. HCD has received approximately $607,627 in revenue through this fee in FY 2025-26 year-to-date.
HCD’s FY 2025-26 Adopted Budget for Appropriation Unit HCD002 includes $20,000 for TruePoint services. This cost is also incorporated in the FY 2026-27 Recommended Budget for HCD. The intent is for the technology costs to be revenue neutral. Based on the annual cost of both TruePoint and Accela Automation, HCD is currently achieving that goal.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
The recommended action supports the Board of Supervisors’ Strategic Initiatives by allowing County staff to utilize the application to assist County residents and other support staff with projects/requests which will improve the quality of life for all County residents and supports economic development results.
