RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to sign a non-standard Service Agreement with Relias, LLC for the provision of a web-based learning management platform system related to mental health and substance use treatment, for a maximum County obligation of $180,290 effective July 1, 2026 through June 30, 2029;
b. Approve non-standard indemnification and insurance provisions as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to execute up to three future amendments that do not exceed 10% ($18,029) of the original Agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount of $198,319. 


SUMMARY:

Purchase of a subscription web-based learning management platform system from Relias, LLC for mental health and substance use treatment training specific to California laws and regulations and Medi-Cal requirements.


DISCUSSION:

Relias, LLC is a healthcare workforce enablement solutions company that supports more than 13,000 organizations and 4.5 million caregivers through their Relias Platform of connected solutions. Relias focuses on improving the skills, compliance, and performance of healthcare workers. Its platform is widely used in hospitals, behavioral health, long‑term care, home health, and human services.

 

The Relias learning platform system is subscription based and will provide continuing education for Behavioral Health staff and providers, track enrollment and attendance for live courses, and auto populates certificates of attendance and continuing education. This platform will assist in reducing training costs, increase productivity, strengthen compliance, mitigate risk, and improve service quality among healthcare professional staff.

 

This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 3. Enhance Employee Wellbeing and Workforce Capacity. It also supports one of the ten essential public health services, specifically 8. Assure competent public and personal health care workforce.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The Office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions, respectively. Risk manager has approved non-standard liability provisions.

 

FINANCING:

The funds for this Agreement are included in the Health Department Behavioral Health Bureau

(Fund1310, Department 400005) Fiscal Year (FY) 2026-2027 Adopted Budget. The additional funding required for this agreement will be included into future fiscal year budget appropriations.


BOARD OF SUPERVISORS STRATEGIC PLAN GOALS

This agreement will provide Behavioral Health staff and providers with ongoing education to better serve all residents within the community, aligning with Strategic Plan Goal of Sustainable Infrastructure for the Present and Future.
