RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute a renewal Amendment No. 1 to the Standard Agreement with M-3 Information, LLC, for access to the M3 Clinician online mental health assessment application, extending the term to June 30, 2017 for an increased amount of $5,000 for Fiscal Year (FY) 2016-17, for a new total Agreement amount not to exceed $12,000 for the full term of FY 2015-16 through FY 2016-17.
SUMMARY/DISCUSSION:
This renewal Amendment extends the Standard Agreement with M-3 Information, LLC, which expired on June 30, 2016. M-3 Information will provide web-based, validated, multi-diagnostic, digital, multi-lingual behavioral health assessments for the Access-to-Treatment team, with the Agreement extending the term to June 30, 2017, and adding $5,000 to the previous $7,000 funded in the FY 2015-16 Agreement. The M3 Clinician behavioral health assessment tool is being transitioned out for FY 2016-17, requiring only a stepped down level of service this FY.
Renewed retroactive to July 1, 2016, this Amendment to the M-3 Information Standard Agreement is being presented to your Board as a matter of Contracts/Purchasing policy when an expired Agreement is carried forward for an additional term.
This Standard Agreement contains the County’s standard 30-day “no cause” provision (Section 3.02) and an additional defunding provision (Section 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by 1991 Realignment revenues (100%). The funds for this Agreement ($5,000) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year (FY) 2016-17 Adopted Budget.
