RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve the recommendation of the Monterey County Fish and Game Advisory Commission to award seven (7) funding grants;

b.                     Approve and authorize the Auditor Controller’s Office to increase appropriations by $25,237 in the Fish and Game Propagation Fund 006-7500-8155-PAR002 to fund the award of seven (7) funding grants (4/5th vote required);

c.                     Approve and authorize the Auditor Controller’s Office to increase revenues by $13,303 in the Fish and Game Propagation Fund 006-7500-8155-PAR002 where the financing source is an operating transfer in from the CAO’s Other Financing Uses Fund 001-1050-8038-CAO017 (4/5th vote required); and

d.                     Approve the distribution of Fish and Game Propagation Fund grants in the amount of $29,700 for specified projects for Fiscal Year 2016 - 2017.

 

SUMMARY/DISCUSSION:

The Monterey County Fish and Game Advisory Commission received seven (7) Fish and Game Propagation Fund grant applications for Fiscal Year 2016-17. Board Resolution 81-239 requires all expenditures using County Fish and Game Propagation to be approved by the Board of Supervisors.

 

The seven (7) grant applications were legally noticed in the Monterey Herald newspaper on December 15th and 22th, 2016 and January 5th, 2017, and legally placed on the Monterey County Fish and Game Advisory Commission's agenda for consideration on February 28, 2017. All grant proposals were reviewed for consistency with California State Fish and Game Code criteria for distribution of Propagation Fund grant monies.  Each applicant has agreed to the terms and conditions of the grant agreement for use of Fish and Game Propagation Funds.

 

The Commission recommended that the Board of Supervisors approve the following

grants in the amounts shown in Attachment C - Grant Requests.

 

OTHER AGENCY INVOLVEMENT:

Monterey County Fish and Game Advisory Commission considered this matter on February 28, 2017 and voted to recommend approval of the seven grants listed above. Attachment C - Grant Requests provides voting results. A copy of the relevant portion of the draft minutes from the February 28, 2017 meeting is attached hereto regarding the presentations, discussions and Commission’s action on the applications.  County Counsel has reviewed the recommendation as to form.  The Budget Committee reviewed this recommendation on March 29, 2017 and supports this recommendation.

 

FINANCING:

Fiscal Year 2016-17 Adopted Budget included $10,463 towards propagation grant proposals. Parks staff inadvertently omitted $13,303 from the Fish and Game budget 001-7500-8155-PAR002 which was the County’s contribution.  However, this amount was included in the FY 2016-17 Adopted Budget in the CAO’s Other Financing Uses 001-1050-8038-CAO017.  Transferring $13,303 to the Fish and Game Propagation fund requires a 4/5th vote.

 

The Fish and Game Commission has approved for FY 2016-17 a total of $29,700.  Based on the FY 2016-17 current year estimate revenues (including the transfer in of $13,303) are estimated to be $27,577 and expenditures (including the above recommended grant awards) are estimated to be $32,125.  The balance of estimated expenditures in the amount of $4,548 will be financed by available uncommitted fund balance of $25,343.  Increasing appropriations by $25,237 requires a 4/5th vote.

Economic Development

The Monterey County Fish and Game Advisory Commission’s Propagation Grant Fund Program provides grant funds to qualified projects and/or programs, which help benefit the citizens of Monterey County, agencies, organizations and/or groups. The funds for the Ventana Wildlife Society will have a direct impact on the economic vitality of the County’s fish and wildlife resources.

Infrastructure

In addition to the Economic Development initiative, the Propagation Grant Fund Program the Commission administers helps benefit our county’s precious resources such as water quality and quantity.  Projects and programs focused the enhancement, protection and preservation of the fish and wildlife resources, such as the non-lead ammo program done by the Ventana Wildlife Society comply, with the Infrastructure Initiative.
