a. Approve and authorize the Director of the Emergency Communications Department to sign a Sales Order between the County of Monterey and TriTech Software Systems, a division of CentralSquare Technologies, Limited Liability Corporation. for an amount not to exceed $54,015 to provide a rehost of the Computer Aided Dispatch system to the latest supported operating system and Structured Query Language Server version;
b. Approve and authorize the Director of the Emergency Communications Department to sign a Quote between the County of Monterey and TriTech Software Systems, a division of CentralSquare Technologies, Limited Liability Corporation. for an amount not to exceed $5,850 to provide Geographic Information Systems training;
c. Accept non-standard contract provisions as recommended by the Director of Emergency Communications; and
d. Authorize the Director of the Emergency Communications Department to sign future Sales Orders and Quotes with TriTech Software Systems, a division of CentralSquare Technologies, Limited Liability Corporation, that may contain non-standard contract provisions that are substantially similar to prior approved non-standard provisions for products and services relating to the Computer Aided Dispatch System during which time that the Department has an active Master Maintenance Agreement and when these Sales Orders and Quotes are approved by County Counsel.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Emergency Communications Department to sign a Sales Order between the County of Monterey and TriTech Software Systems, a division of CentralSquare Technologies, Limited Liability Corporation. for an amount not to exceed $54,015 to provide a rehost of the Computer Aided Dispatch system to the latest supported operating system and Structured Query Language Server version;

SUMMARY/DISCUSSION:
The Monterey County Emergency Communications Department (ECD) is a consolidated public safety answer point and dispatch facility serving 28 law enforcement, fire protection, and emergency medical services (EMS) response agencies throughout Monterey County. Calls for service are dispatched through the ECD’s Computer Aided Dispatch (CAD) system.
The Department executed the original purchase agreement with TriTech Software Systems, LLC. (TriTech) for the Inform CAD system on December 15, 2015. This Sales Order is governed through the terms and conditions of this original purchase agreement and maintenance costs are governed through the terms of the master maintenance agreement. This sales order allows the vendor to provide rehosting of the CAD system to the latest supported operating system and Structured Query Language Server version. This Sales Order does not include any hardware.
The Quote is for the vendor to perform Geographic Information Systems (GIS) training to the department. Prior to July of 2022 the ECD had contracted for an outside vendor to perform GIS updates to the CAD system. In July of 2022 the ECD entered into an agreement with Datamark LLC. for a software system that will allow ECD staff to perform GIS updates and this training is needed so that ECD staff can be trained on how to load the GIS data into the CAD.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved these agreements as to legal form. The Auditor-Controller has reviewed the agreements but does not approve the non-standard payment terms for payments due upon contract execution. Contracts/Purchasing and the Information Technology Department have reviewed and approved these agreements.
FINANCING:
Sufficient appropriations and estimated revenues are included in 028-8507-EME004 in the FY2022/23 Adopted Budget. Future Sales Orders and Quotes will only be signed when the Department has sufficient appropriations and estimates revenues in that current year’s Adopted Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Board’s Public Safety Strategic Initiative by allowing the Department of Emergency Communications to maintain the Computer Aided Dispatch system for public safety dispatching.
