RECOMMENDATION:
It is recommended that the Urban County Committee:
a. Hold a workshop on Community Development Block Grant (CDBG) and HOME Investment Partnership Act (HOME) application rating and ranking criteria; and
b. Provide direction to staff.
SUMMARY:
During the Urban County’s March 26, 2026, review of the draft 2026-2027 CDBG and HOME Annual Action Plan, the Committee expressed a desire to more closely link federal funding with the County’s strategic priorities and plans. The purpose of this workshop is to explore ways that the County’s CDBG and HOME applications and the subsequent rating and ranking process can be changed to better integrate these funding programs into supporting the County’s strategic goals and plans. This goal of this workshop is to solicit input from the Committee and broader community about how the application could be modified to help the County better use its limited CDBG funding to meet the County’s many community development and public service needs.
DISCUSSION:
The purpose of this workshop is to collect community input on how the County could structure its application for CDBG and HOME to better match these funds to adopted County strategic plans. Members of the Board of Supervisors have expressed a desire to see the County’s CDBG and HOME funding do a better job supporting the implementation of County strategic plans, with an expressed desire to specifically support ending homelessness. The challenge is that all of the projects and programs funded by CDBG and HOME have some alignment with the County's strategic plan goals and there is no formal method for reviewing and ranking programs for funding based on which strategic plan goals they promote.
To facilitate the workshop, a few Attachments are included with this staff report. Attachment A is a list of the current CDBG priorities from the 2025-2029 Consolidated Plan. These priorities are the areas where the County has identified a need and plans to use CDBG and HOME funds to address those needs. Attachment B is the rating criteria used for the 2026-27 program year, and Attachment C is a list of major County plans and programs.

Conducting the workshop will not have any direct impact on housing. Depending on the directions received, the County could do more to focus its limited CDBG resources on supporting affordable housing.

Conducting this workshop will not be a constraint on the development of housing.
FINANCING:
There is no impact on the General or Inclusionary Housing Funds by conducting this workshop.
