a. Approve and authorize the Contracts/ Purchasing Officer or Contracts/Purchasing Supervisor to sign an agreement with Community Human Services (CHS), for a total not to exceed amount of $135,700, to provide family counseling and treatment, and substance abuse prevention services for youth under Juvenile Justice Crime Prevention Act (JJCPA) programs for the term from July 1, 2020 to June 30, 2021; and
b. Authorize the Contracts/ Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future amendments to the agreement where the amendments do not exceed ten percent (10%) of the original contract amount ($13,570) and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/ Purchasing Officer or Contracts/Purchasing Supervisor to sign an agreement with Community Human Services (CHS), for a total not to exceed amount of $135,700, to provide family counseling and treatment, and substance abuse prevention services for youth under Juvenile Justice Crime Prevention Act (JJCPA) programs for the term from July 1, 2020 to June 30, 2021; and

SUMMARY:
Probation recommends the approval of the Agreement with Community Human Services (CHS), for a total not to exceed amount of $135,700, to provide family counseling and treatment and substance abuse prevention services for youth under Juvenile Justice Crime Prevention Act (JJCPA) programs.
DISCUSSION:
CHS was allocated JJCPA funding in the amount of $135,700, for fiscal year 2020 - 21 to provide family counseling and treatment, and substance abuse prevention services for youth at the Silver Star Resource Center (SSRC). Drug and Alcohol Intervention Services for Youth (DAISY) managed by CHS, provides intervention and education services for substance abusing youth ages 13-18 who are referred by parents, schools, Social Services, Monterey County Behavioral Health, and Probation. The demand for DAISY services has increased as substance abuse continues to be a major factor negatively impacting familial, social, legal, academic and health outcomes of youth. DAISY offers youth and their families, evidence-based best practices to addresses youth substance use and abuse, and provides the tools and support needed to commit to change and achieve their goals.
OTHER AGENCY INVOLVEMENT:
The Agreement has been approved by the Office of County Counsel-Risk Management as to legal form and risk provisions, and by the Auditor-Controller as to fiscal terms.
FINANCING:
Funds associated with this recommendation are allocated by the State for Juvenile Justice Crime Prevention Act (JJCPA) programs. Funding for all JJCPA programs has been authorized in the current state budget and is included in Probation’s Recommended Budget Unit 8162 for FY 2020-21. There is no cost to the County General Fund associated with this recommendation

This recommendation to provide family counseling and treatment, and substance abuse prevention services for youth supports key objectives of: 1) Health and Human Services by providing access to County services that improve their quality of life and support strong, healthy families; and 2) Public Safety by encouraging positive life choices to aid in crime prevention
