RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to accept a California Department of Public Health (CDPH) grant award, in the amount of $61,713 for implementation of the California Public Health Workforce Career Ladder Education and Development Program for a term retroactive to February 1, 2023, through June 30, 2026;

b. Approve and authorize the Director of Health or the Assistant Director of Health to execute Grant Agreement Number 22-11317 issued by CDPH for a total Grant Agreement amount of $61,713, for the term retroactive to February 1, 2023, through June 30, 2026;

c. Approve all non-standard indemnification provision as recommended by the Director of Health; and

d. Approve the delegation of authority to the Director of Health or the Assistant Director of Health to act on the County’s behalf to carry out and consummate all transactions contemplated during the grant period.

 

SUMMARY/DISCUSSION:

The CDPH awarded the Health Department funding in the amount of $61,713 for the implementation of the California Public Health Workforce Career Ladder Education and Development Program.  The grant award will make funding available to eligible Health Department employees for reimbursement of educational expenses incurred in eligible educational pursuits, including certification and degree programs. The grant period is retroactive to February 1, 2023, and through June 30, 2026.

 

On March 7, 2023, the Health Department submitted a grant proposal to CDPH for the Public Health Career Ladder Education Program.  The Program is part of the Public Health Equity and Readiness Opportunity (HERO) Initiative, which will support state and local health departments with public health workforce retention efforts.  Program funds may be used for stipends to eligible employees, hiring additional employees to support the goals of the Program, and to reimburse eligible employees for educational expenses incurred when participating in eligible educational pursuits.

 

On May 1, 2023, the Health Department received notification of award in the amount of $61,413 for the period of February 1, 2023, through June 30, 2026.  Program funds will be used to reimburse eligible employees for educational costs including tuition, registration fees and related expenses incurred while pursuing eligible educational endeavors.  In addition, funds will also pay costs of continuing education for various disciplines, licensure costs, examination fees, educational programs including certificate and degree in environmental health, behavioral health, wellness, and trauma informed training.

 

The Director of Health requests that the Board of Supervisors accept and approve the non-standard indemnification provision in the grant agreement, as the project will not involve the use of contractors, firms, or individuals to provide work services, materials, or supplies.

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals: 1.  Empower the community to improve health through programs, policies, and activities; 2.  Enhance community health and safety by emphasizing prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one or more of the ten essential public health services, specifically:  3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and the Auditor-Controller have reviewed and approved the Award and Agreements as to form and fiscal provisions, respectively.

 

FINANCING:

There is no impact to the General Fund resulting from the approval of this action.  Due to the timing of the grant award, the related program revenue and expenditures are not included in the MCHD’s FY 2023-24 Requested Budget (001-4000-8438-HEA014).  The Department will evaluate the need to increase appropriations and will bring any necessary actions to the Board for consideration and approval.
