RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Department of Emergency Management (DEM) to submit an application for the purpose of obtaining financial assistance from the California Governor’s Office of Emergency Services for Fiscal Years (FY) 2025 and 2026 Emergency Management Performance Grant (EMPG).
SUMMARY:
The Department of Emergency Management coordinates applications and reporting efforts for the Emergency Management Performance Grant. As authorized representatives, DEM can submit applications and execute grant documents for the purpose of obtaining financial assistance from the California Governor’s office of Emergency Services for FY 2025, and 2026 Emergency Management Performance Grant.
DISCUSSION:
The Emergency Management Performance Grant is a federally funded program aimed at providing assistance to local government emergency management supporting activities for administrative tasks necessary to maintain the operational area and emergency management responsibilities of a routine nature and specific activities.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
CalOES, County Counsel, Auditors and Contracts Purchasing review documents in relation to EMPG and have approved as to form.
FINANCING:
This resolution has no impact on the FY2025-26 Adopted Budgets.

The Emergency Management Performance Grant (EMPG) supports the County of Monterey Board of Supervisors’ Strategic Goals by enhancing the county’s ability to prepare for, respond to, and recover from disasters and emergencies. Through EMPG funding, the county strengthens coordination, training, and emergency operations, ensuring public safety and community resilience align with the Board’s priorities for effective governance and a safe, well-prepared community.
