RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to enter into a Non-Standard Software Subscription Service Agreement with Epic iO for the period of August 1, 2024 through July 31, 2025, in an amount not to exceed $6,573; and

b. Accept non-standard language in the agreement provided by the vendor as recommended by County Counsel and Risk Management.

SUMMARY/DISCUSSION:

On February 27, 2024, Environmental Health, on behalf of the Illegal Dumping and Litter Abatement Task Force (IDLATF), presented an update to the Board of Supervisors regarding the use of surveillance cameras as a deterrent to Illegal Dumping in Monterey County. The Board approved the request to purchase cameras and supportive monitoring and connectivity subscription services.

 

The Environmental Health Bureau researched surveillance options and purchased 6 cameras through EPIC iO. The Non-Standard supportive subscription connectivity and monitoring services agreement is for a one-year term effective August 1, 2024, for an amount not to exceed $6,575.

Non-standard terms and conditions include reduced protection to the County with regards to indemnity risk, a late penalty assessment after payment net term due date of thirty days, an obligation to pay for the months remaining in the subscription upon early termination of subscription and an automatic 5% annual subscription cost increase. Staff reviewed other service providers as well as Epic iO and determined this service provider to be the least problematic with regards to terms and conditions. 
 

Environmental Health will maintain chain of custody of the photo images and will follow up on illegal dumping events when observed by the cameras.


Staff request approval of the Non-Standard Software Subscription Service Agreement with Epic iO. 

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 2. to enhance community health and safety through prevention. It also supports the following of the ten essential public health services, specifically: 2. diagnose and investigate health problems and health hazards in the community; 3. inform, educate, and empower people about health issues; 4. mobilize community partnerships and action to identify and solve health problems; 5. develop policies and plans that support individual and community health efforts and 6. enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed as to form, the Office of Risk Management has reviewed as to liability as referenced.  

 

FINANCING:

Funds are included in the FY2024-25 Adopted Budget for HEA005-4000-8116.
