RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 1 to Mental Health Services Agreement A-12846 with Telecare Corporation to include the Morton Bakar Center Skilled Nursing Facility in Hayward, CA, for the provision of mental health services to older adults (ages 57+) with a primary diagnosis of severe mental illness, for an increased amount of $313,965 for Fiscal Year (FY) 2015-16, $601,203 for FY 2016-17, and $601,203 for FY 2017-18, for a revised total Agreement amount not to exceed $1,516,371 for the revised term of the Agreement July 1, 2015 through June 30, 2018.

 

SUMMARY/DISCUSSION:

A Telecare Corporation Skilled Nursing Facility (SNF) in Hayward, CA, Morton Bakar Center provides psychosocial rehabilitation and skills-building support for older adults ages 57+ with a primary diagnosis of severe mental illness.  Under the direction of a multidisciplinary team, residents receive diagnostic evaluation and treatment to address their psychiatric and medical needs.  Established in 1980, Morton Bakar Center provides a longer-term recovery program within a supportive, structured, and secure inpatient environment designed to help residents prepare to move to the community and/or lower levels of care.

 

This Amendment No. 1 to existing Agreement A-12846 with Telecare Corporation establishes two placements at Morton Bakar Center for Monterey County adult residents aged 65 and older, and two placements for residents under the age of 65 (or who are non-Medi-Cal eligible).  This Amendment No. 1 increases the total contract amount by $57,636 for FY 2015-16, $344,874 for FY 2016-17, and $344,874 for FY 2017-18, for a total contract amount of $1,516,371 for FY 2015-16 through FY 2017-18.  

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively. A copy of this Amendment No. 1 to Agreement A-12846 is on file with Clerk of the Board.

 

FINANCING:

This Agreement is funded by Realignment revenues (100%).  The funds for this Agreement ($313,965) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2015-16 Adopted Budget.  The funds for this Agreement for FY 2016-17 ($601,203) and FY 2017-18 ($601,203) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2016-17 and FY 2017-18 Requested Budgets.
