Report

RECOMMENDATION:

It is recommended that the Budget Committee:

a. Support the Department of Emergency Management’s acceptance of $20,000 from the City and County of San Francisco FY 2023 UASI Grant Funds; and

b. Support approving an increase in appropriations and revenues of $20,000 in the Department of Emergency Management’s FY2025-26 Adopted Budget (001-1040-8588-DEM001), financed by the City and County of San Francisco FY 2023 UASI Grant Funds.

 

SUMMARY:

The City and County of San Francisco, as fiscal agent for the Bay Area Urban Areas Security Initiative (UASI) Approval Authority, entered into a Memorandum of Understanding with the County of Monterey, Department of Emergency Management. Under this agreement, Monterey County will receive $20,000 in Fiscal Year 2023 UASI grant funds to support eligible homeland security-related activities. The funds will be used to purchase one generator for the King City police station Emergency Operations Center and city hall government buildings, two smartboards for the Emergency Operations Center, and first aid kits with any remaining funds in accordance with Homeland Security Grant Program guidelines and the approved regional investment plan. Execution of the Memorandum of Understanding (MOU) is required in order for the County to access and expend the allocation.

 

DISCUSSION:

The Fiscal Year 2023 UASI grant funds are provided through the California Governor’s Office of Emergency Services (Cal OES) and the Department of Homeland Security (DHS). San Francisco, acting as the UASI fiscal agent, allocated $20,000 to the Monterey County Department of Emergency Management for equipment and training in accordance with Appendix A of the agreement. The funds will be used to purchase one generator for the King City police station Emergency Operations Center and city hall government buildings, two smartboards for the Emergency Operations Center, and first aid kits with any remaining funds in accordance with Homeland Security Grant Program guidelines and the approved regional investment plan. Execution of the Memorandum of Understanding (MOU) is required in order for the County to access and expend the allocation. The project performance period is August 25, 2025 to December 31, 2025. Approval of this action will allow the Department of Emergency Management to claim reimbursement for these authorized activities and align the County’s Adopted Budget with the executed MOU

 

OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:

The City and County of San Francisco (fiscal agent for UASI), California Governor’s Office of Emergency Services (Cal OES), and the Bay Area Urban Areas Security Initiative Approval Authority.

 

FINANCING:

The Department of Emergency Management is asking support from the Budget Committee to increase appropriations and revenues of Adopted Budget for FY2025-26 in the amount of $20,000, financed by the City and County of San Franciso FY 2023 UASI Grant Funds. There will be no increase in the General Fund Contribution resulting from this Board action.

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS: 

This recommendation advances the Board of Supervisors’ Strategic Plan Goal of Safe and Resilient Communities by strengthening regional emergency preparedness and response capabilities. Specifically, it supports the Key Objective of enhancing local emergency operations infrastructure through the procurement of Emergency Operations Center equipment, ensuring Monterey County is better equipped to coordinate during disasters and protect community safety.
