RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to appoint Enedina Garcia as Auditor Controller, effective upon execution.

 

SUMMARY:

The Board of Supervisors is asked to consider appointing Enedina Garcia as Auditor-Controller to maintain continuity of critical operational services for County residents. If approved, Ms. Garcia would assume the duties of Auditor-Controller immediately upon appointment and serve through the remainder of her predecessors’ unexpired term.

 

DISCUSSION:

Rupa Shah was sworn in as the Monterey County Auditor-Controller in December 2022. With over 32 years of public service - including more than 28 years with Monterey County and seven years as the elected Auditor-Controller - Ms. Shah informed the Board that she would not run for re-election this year and announced her retirement, effective May 2, 2026, leaving several months remaining in her four-year term. Since her departure, Assistant Auditor-Controller Enedina Garcia has led the department to ensure continuity of critical operational services to County residents.

 

Enedina joined the Auditor-Controller’s Office in 2025, bringing nearly 18 years of progressive experience and leadership in local government, all of which she earned in the Auditor-Controller/Treasurer-Tax Collector’s Office for the County of Fresno. She began her public service career in 2007 and gained extensive experience performing key functions such as the Countywide Cost Allocation Plan, calculation and apportionment of property taxes, internal audits, preparation of the Annual Comprehensive Financial Report, and countywide training for accounting and finance staff. Beginning in 2017, Enedina advanced quickly through leadership roles-first as Accounting and Financial Manager, then as Accounting and Financial Division Chief, and ultimately as Deputy Auditor-Controller in 2018, a position she held for seven years. In that role, she provided strategic oversight of multiple divisions, comparable to the structure of the Monterey County Auditor-Controller’s Office. Enedina holds a Bachelor of Science degree in Business Administration with a concentration in Accounting from California State University, Fresno.

 

The combined education and experience that Ms. Garcia has acquired qualify her to lead the department and to fulfill the unexpired term of her predecessor. In June 2026, Ms. Garcia was elected by Monterey County voters to serve as the next Auditor-Controller, further affirming her readiness to assume the role. The Registrar of Voters certified the Primary Election - June 2, 2026 results on June 26, 2026, confirming the election of Enedina Garcia as the incoming Auditor-Controller.  Upon appointment, Ms. Garcia’s annual salary as Auditor-Controller would be $278,820.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved the resolution as to form.

There is no financial impact resulting from the approval of this item.
