RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve the 2022 Winter Recess for unit ZX;

b.                     Direct the Auditor-Controller to implement the 2022 Winter Recess for Unit ZX.

 

SUMMARY/DISCUSSION:

The Human Resources Department is recommending the Board of Supervisors approve the 2022 Winter Recess for unit ZX.

 

By way of background, on October 12, 2021, your Board approved a multi-year agreement with SEIU represented units which provided for the Winter Recess for the span of the agreement.

 

Previously Unit X was an unrepresented unit which has now been recognized as the County Employee Management Association (CEMA). As part of this process, the County created the Unrepresented Confidential Management of Unit ZX. The Human Resources Department has finalized the list of classifications/positions that are designated as confidential in unit ZX.

 

On June 21, 2022, your Board approved the 2022 Winter Recess for the unrepresented units of P, Y and Z (excluding elected officials in Unit Y). Similarly, to the other unrepresented units of P, Y and Z granting of the Winter Recess for Unit ZX also requires your Boards approval in each Fiscal Year.

 

It is therefore recommended your Board approve the recommended actions.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office concurs with these recommendations.

 

FINANCING:

There are no impacts to the County General Fund in approving these actions.

 

BOARD OF SUPERVISORS’ STRATEGIC INITIATIVES:

The proposed recommended actions address the Board of Supervisors Administration Strategic Initiative. The actions demonstrate the County’s commitment to meeting the Board’s initiatives in recruiting, retaining, and attracting a diverse, talented workforce that supports the mission of Monterey County.
