Report

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Contracts and Purchasing Officer or designee to execute an Agreement with Atascadero Glass, Inc., for the provision window, glass, and door equipment, replacements, and maintenance as needed for various Health Department Buildings, in the amount of $60,000, for a term effective upon execution through June 15, 2027; and

b. Approve the recommendation of Director of Health Services to accept all non-standard provisions in Agreement as set forth in Addendum No. 1.

SUMMARY/DISCUSSION:
Currently, the Health Department has a single window service agreement and no other County Service Agreements. This limited arrangement has led to several issues, including lengthy procurement times, frequent vendor staff changes, lost purchase orders, misplaced measurements, and overall delays in window repairs.

Having two separate service agreements with two different vendors will streamline the repair and replacement process, reduce downtime, and provide flexibility in choosing the best vendor based on performance. This will ensure quicker and more reliable window maintenance for the Health Department.

While this work is not directly in support of a Health Department strategic goal, it is in support of one or more of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

OTHER AGENCY INVOLVEMENT:

The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.

FINANCING:

Appropriations for this Agreement are included in the Health Department’s Clinic Services (001-HEA007-8591), Behavioral Health (023-HEA012-8410), Public Health (001-HEA003-8124), and Administration (001-HEA014-8438) FY 2024-25 Adopted Budgets, and provision for it will be made in the Department’s Requested Budgets for the years out.
