a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute an Agreement between the County of Monterey, for services at County of Monterey Health Department and Raimi + Associates, Inc. for the creation of a data gathering process as part of the development of an updated County of Monterey Health Department three-year Strategic Plan, in the amount of $67,671 for a term of April 25, 2023 through March 31, 2024; and
b. Approve the recommendation of Director of Health to accept all non-standard provisions in Agreement.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute an Agreement between the County of Monterey, for services at County of Monterey Health Department and Raimi + Associates, Inc. for the creation of a data gathering process as part of the development of an updated County of Monterey Health Department three-year Strategic Plan, in the amount of $67,671 for a term of April 25, 2023 through March 31, 2024; and
b. Approve the recommendation of Director of Health to accept all non-standard provisions in Agreement.
SUMMARY/DISCUSSION:
In 2018, County of Monterey Health Department updated their five-year Strategic Plan to have four priority areas. In addition, they engaged with Raimi + Associates to produce a Strategic Action Plan which the Department has used and produced ongoing accomplishment reports to track progress towards the four goals. Some of the many accomplishments by goal have included:
1) Empower the community to improve health through policies, programs, and activities: developing the Virus Integrated Distribution of Aid project with 10 original community based organizations and at one point 125 community health workers as part of COVID-19 prevention efforts, supporting community involvement in the development of the Alisal Virbrancy Plan in Salinas, and developing micro-innovation grants to increase Latino engagement in behavioral health services
2) Enhance community health and safety through prevention: collected tons of trash and recycling at volunteer events sponsored by the Environmental Health Bureau, worked with cities to adopt policies that protect residents from secondhand smoke and limit youth access to tobacco products and marketing, increased emergency responders’ effectiveness by expanding their scope of practice to include COVID-19 nasal swab testing and administering epinephrine auto-injector and intra-nasal naloxone;
3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services: contained an outbreak of active tuberculosis, secured multiple financial benefits for Clinic Services patients through the medical-legal partnership project, supported expanding access to mental health services for children and youth at area schools; and
4) Align and improve operational functions to meet current and developing population health needs: developed new technologies in Animal Services to reunite lost pets with owners; managed extensive equipment procurement and facility improvements necessary to support COVID-19 response efforts and leveraged grant funding to expand services during the COVID-19 pandemic.
It is now time to update the Strategic Plan. Raimi + Associates conducted the last update and action plan and are very familiar with County of Monterey structures and practices. Their nine month update process will include working with a team of Health Department staff for guiding the process, reviewing several recent assessments on community health issues including indicator and key informant data in the 2022 Community Health Needs Assessment and community survey and dialogue data collected in fall of 2022 by Impact Monterey County. They will review recent Bureau-specific planning documents and several staff surveys on department strengths and areas for improvement. They will also align the updated Health Department Strategic Plan with a strategic planning process underway by the Health Department and Natividad to align health services and the creation of a County Health System. . The final product will be a three-year strategic plan for outlining the next three years for the Health Department for allocating resources and to support its vision of enhancing, protecting and improving the health of the people of Monterey County.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goals:
1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Align and improve operational functions to meet current and developing population health needs.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING:
Appropriations for this Agreement are included in the Health Department’s (4000-HEA014-8438) Fiscal Year (FY) 2022-23 Adopted Budget, and provision for it will be made in the Department’s Requested Budget for the years out.
