Adopt a Resolution to:
a. Approve a Funding Agreement with the State Water Resources Control Board for the Three (3) Year Public Beach Safety Grant Program for funding in the amount of $162,675; and
b. Adopt a resolution authorizing the Director of Health or designee to execute 1) the Funding Agreement subject to review and approval as to form by the Office of the County Counsel-Risk Management; 2) Requests for disbursements; and 3) other project related activities necessary to implement the Public Beach Safety Grant Program.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Approve a Funding Agreement with the State Water Resources Control Board for the Three (3) Year Public Beach Safety Grant Program for funding in the amount of $162,675; and
b. Adopt a resolution authorizing the Director of Health or designee to execute 1) the Funding Agreement subject to review and approval as to form by the Office of the County Counsel-Risk Management; 2) Requests for disbursements; and 3) other project related activities necessary to implement the Public Beach Safety Grant Program.
SUMMARY:
The California State Water Resources Control Board provides funds for the Public Beach Safety Program (Public Beach Safety Program Beach Monitoring) under State of California Water Code, section 13260, Public Beach Safety Grant Program, and State of California Health and Safety Code, subsections 115880, 115885, 115 915, Public Beach Safety Program. These funds allow the Environmental Health Bureau to monitor water quality and provide informational notifications about certain designated Monterey County beaches. The County will undertake activities to execute the following actions for this grant once authority has been granted: 1) execute a Funding Agreement with the State Water Resources Control Board, subject to review and approval as to form by the Office of the County County-Risk Management; 2) process requests for disbursements; and 3) conduct other project related activities necessary to implement the Public Beach Safety Grant Program.
DISCUSSION:
The following beaches are covered by this grant project: Pfeiffer Beach, Zmudowski State Beach, Del Monte Beach/Monterey Beach (Municipal), San Carlos Beach, Lovers Point Beach, Sunset Drive Beach at Arena, Sunset Drive Beach at Asilomar, Spanish Bay Beach, Carmel Beach at Ocean Avenue, Still Water Cover Beach, and Monterey State Beach.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan Goal: 2. Enhance community health and safety through prevention. It also supports the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management has approved as to form.
FINANCING:
There is no General Fund contribution with respect to this Resolution. The Board approved Budget for Fiscal Year 2021-2022 (HEA005-4000-8112) is adequate for reimbursement costs associated with this grant.
