RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health Services, or designee, to execute Amendment No.3 to Agreement with Credit Consulting Services, Inc. (CCS) for debt collection services, extending the term for an additional two (2) years for a new term of July 1, 2018, through June 30, 2026, and increasing the contract amount by $41,100 for a revised contract amount not to exceed $236,500.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHCs) which provide preventive, primary, and specialty medical care services.

 

As an FQHC, Clinic Services must comply with the Health Resources and Services Administration (HRSA) requirements to make every effort to collect payments for services from patients in accordance with an approved sliding scale fee program. Clinic Services offers a sliding scale fee program to its patients that allows discounts on services for those with incomes at or below 200% of the Federal Poverty Level.

 

On June 1, 2018, Clinic Services executed a Standard Agreement with CCS to provide debt collection and reporting services to Clinic Services through June 30, 2020, for an amount not to exceed $98,400. On July 1, 2020, the Board of Supervisors approved Amendment No. 1 to increase funding and extend services through June 30, 2022, and on July 1, 2022, Amendment No. 2 was executed to extend the Agreement two (2) additional years to June 30, 2024.

 

Approval of this action will maintain the required debt collection and reporting services in place for Clinic Services patients while adhering to HRSA and sliding scale fee requirements.

 

While this work is not directly in support of a Health Department strategic goal, it is in support of one or more of the ten essential public health services, specifically: 6) Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has approved this Amendment No. 3 as to form. Auditor Controller has approved as to fiscal provisions.

 

FINANCING:

Sufficient funds are available in the FY 2024-2025 Requested Budget for Clinic Services Bureau, Health Department (4000-HEA007). There is no financial impact to the General Fund resulting from approval of this Amendment No. 3.
