RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services, to sign Amendment #1 to funding agreement MI-1517-32 to add $19,953 in funding for total funding of $34,093 from the California Department of Aging for the Medicare Improvements for Patients and Providers Act of the Health Insurance Counseling and Advocacy Program retroactive for the period September 30, 2015 through September 29, 2017;

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement, where the total amendments do not exceed 10% of the amended contract amount ($3,409), and do not significantly change the scope of work; and

c. SUMMARY/DISCUSSION:

The Medicare Improvements for Patients and Providers Act (MIPPA) of 2008 was passed into law on February 15th, 2008. This amendment adds $19,953 of funding to the agreement which provides additional funding of $12,970 for FY 2016-17 and $6,983 for FY 2017-18. This amendment brings total MIPPA funding from the California Department of Aging to $34,093.

 

Specific services offered through MIPPA include extensive outreach efforts to Medicare beneficiaries that are low income and live in isolation. This expansion coordinates Medicare enrollments with a focus on disease prevention and promoting wellness. Services will continue to be provided through a subcontract with a local non-profit agency. Currently, the Alliance on Aging is the subcontracted provider.

 

The Department is requesting an increase in appropriations and revenues for this program increase to the MIPPA program in the amount of $12,970. Additionally, the Department received an unexpected increase of General State funding in Title III, C-2 Home Delivered Nutrition in the amount of $19,697 from California Department of Aging. This funding will be incorporated into the program sub-contracts for Home Delivered Nutrition with our Meals on Wheels providers in Monterey and Salinas. The increases from both the MIPPA and Title III, C-2 funding shall require a total increase in appropriations and revenues of $32,667 within the Area Agency on Aging’s budget.  

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed and approved this agreement as to form. 

 

FINANCING:

Funding is provided by MIPPA ($12,970) and the Older Americans Act ($19,967 Title III, C-2).  An increase in appropriations and revenues of $32,667 is recommended for the Area Agency on Aging’s Budget Unit 001-5010-SOC010-8268 in the FY 2016-17 Adopted Budget.  Approval of this action has no impact to the County General Fund.
