Title

Adopt a Resolution to:

RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors adopt a Resolution to: 
a. Authorize and direct the Auditor-Controller to execute the FY 2022-23 operating transfer of $250,000 from the 1991 Social Services Realignment Subaccount (025-0255-5010-SOC012-CMS) to the 1991 Health Realignment Subaccount (025-0254-4000-HEA013-PH) to fund the Bright Beginnings Early Childhood Initiative;

b. Authorize and direct the Auditor-Controller to execute the FY 2022-23 operating transfer of $1,218,318 from the 1991 Social Services Realignment Subaccount (025-0255-5010-SOC012-CMS) to the 1991 Health Realignment Subaccount (025-0254-4000-HEA013-PH) to fund the Children’s Medical Services programs; and

c. Authorize and direct the Auditor-Controller to execute the FY 2022-23 operating transfer of $374,986 from the 1991 Social Services Realignment Subaccount (025-0255-5010-SOC012-CMS) to the 1991 Health Realignment Subaccount (025-0254-4000-HEA013-PH) to fund the Nurse Family Partnership (NFP) and Maternal, Child, and Adolescent Health (MCAH) programs.

 

SUMMARY:

The Health Department requests approval by the Board of Supervisors to transfer $1,843,304 from the 1991 Social Services Realignment Subaccount to the 1991 Health Realignment Subaccount.  Amounts will then be transferred to operational programs in Fund 001.

 

The Health Department does not request increased appropriations or estimated revenue in the 1991 Health Realignment Subaccount for these transfers because these appropriations and estimated revenue are included in the FY 2022-23 Adopted Budget.

 

The Bright Beginnings Early Childhood Initiative is a collaborative that aims to ensure all children have what they need to be ready for school. Bright Beginnings brings together parents, teachers and other educators, health practitioners, community service providers, and businesses to narrow equity gaps by supporting young children and their families.

 

Children’s Medical Services (CMS) provides services to improve health status, mitigate morbidity, and reduce health disparities by ensuring access to quality preventative and specialty medical care for all Monterey County children.

 

Nurse Family Partnership (NFP) is an evidence-based program that has been shown to improve health outcomes among participants, including decreased prenatal cigarette smoking, reduced hypertensive disorders of pregnancy, decreased childhood injuries, reduced subsequent pregnancies, and increased intervals between births.  Maternal Child and Adolescent Health (MCAH) provides resources and information about reproductive health, nutrition, family planning, and pregnancy.  The focus is on the individual’s physical, emotional, and mental health.

 

The requested transfer is summarized below:

DISCUSSION:

This transfer supports the County of Monterey Health Department 2018-2022 Strategic Plan Goals: 2. Enhance public health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage Monterey County Health Department workforce and improve operational functions to meet current and developing populations health needs. It also supports three of the ten essential public health services, specifically: 3. Communicate effectively to inform and educate people about health, factors that influence it, and how to improve it; 4. Strengthen, support, and mobilize communities and partnerships to improve health; and 7. Assure an effective system that enables equitable access to the individual services and care needed to be healthy.

 

OTHER AGENCY INVOLVEMENT:

The Department of Social Services has reviewed this request and concurs with the recommendations.  This item was also approved by the County of Monterey Board of Supervisors’ Budget Committee at its May 24, 2023, meeting.

 

FINANCING:

There is no impact to the General Fund contribution. The requested action provides for the technical accounting needed to transfer the funding from the 1991 Social Services Realignment Subaccount first to the 1991 Health Realignment Subaccount and then to the operational programs in Fund 001. Program funding includes $250,000 for Bright Beginnings, $1,218,318 for Children’s Medical Services, and $374,986 for Nurse Family Partnership and Maternal, Child, and Adolescent Health (MCAH).
