Report
RECOMMENDATION:

Approve and authorize the Contracts/Purchasing Officer to sign an Agreement with Central Coast HIV/AIDS Services, in an amount not to exceed $205,000, to provide education, outreach and testing services in relation to HIV/AIDS, STDs, and Hepatitis C for individuals and communities at high risk for acquiring and transmitting these diseases, for the period of July 1, 2013 to June 30, 2017; and

SUMMARY/DISCUSSION:
The Monterey County Health Department (MCHD) and Central Coast HIV/AIDS Services (CCHAS, formerly John XXIII AIDS Ministry), have had a long standing professional, collaborative relationship that both parties wish to continue.  CCHAS provides HIV education, outreach and testing services at no charge for individuals and communities at high risk for acquiring and transmitting HIV and Hepatitis C.  Services provided by CCHAS also include linkage to care for newly infected HIV positive individuals, referrals to care and supportive services for those with an existing HIV or AIDS diagnosis and partner notification services.

MCHD would like to enter into a four year agreement with CCHAS, beginning July 1, 2013 through June 30, 2017.  There are two different federal funding streams that will support this contract: 1) an ongoing internal Memorandum of Agreement (MOA) with MCHD's Behavioral Health Bureau; and 2) through the California Department of Public Health (CDPH) Office of AIDS (OA).  CDPH OA received a grant from the Centers for Disease Control and Prevention, and the grant cycle runs on a calendar year (January through December).  For this reason, indicated in an official letter, CDPH OA is establishing six month agreements, July 1, 2013 through December 31, 2013, followed by three year agreements, January 1, 2014 through December 31, 2016, with all funded Local Health Jurisdictions (LHJ).  This will enable CDPH OA to align their LHJ subcontracts with the CDC grant cycle.  The CDPH OA funding ends on December 31, 2016, but there will be six months of funding remaining from the MOA with Behavioral Health (hence why the subcontract term does not end until June 30, 2017).

As a best practice, MCHD would like to also align subcontract agreements with our funding cycles.  So while we currently only have an agreement, budget and scope of work with CDPH OA for the six month term, we would like to move forward with executing our subcontract agreement with CCHAS for the full, intended term.  Once the budgets and scopes for the three year term become available, they will be agreed upon in writing by both parties, and included into our agreement.  MCHD has estimated funding for the additional three years based on previous awards.  This course of action will allow these critical services to continue without interruption.

OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.  A copy of the Agreement is on file with the Clerk to the Board.

FINANCING:
There are two different federal funding streams that will support this subcontract: 1) an ongoing internal Memorandum of Agreement (MOA) with MCHD's Behavioral Health Bureau; and
2) through the California Department of Public Health (CDPH) Office of AIDS (OA).
